Continuing on this journey through London’s wards in this summer series, I am reminded that all good things must come to an end. Here we are in Ward 13, which is the 14th ward of London’s 14 wards that we have profiled in this series. There is a lot to say about a ward that occupies much of the centre of the Forest City.

The major districts in this constituency are Central London and West London, and tiny bits of Southcrest and South London. Part of the ward is shaped by the Thames River, an important artery of this what is now London for millennia. The rest of the ward is bounded by Adelaide Street North, Oxford Street, Wonderland Road, and the CN tracks.

You may be familiar with this ward if you are a Londoner or possibly a tourist! The ward is home to great places like Canada Life Place and Covent Garden Market. There are wonderful parks like Victoria Park, Ivey Park, Thames Park, and West Lions Park. This ward is home to our de facto financial district, with towers like One London Place, City Centre, and the Talbot Centre. Blackfriars Bridge is an iconic landmark anywhere in the city. Further west are neighbourhoods like Oxford Park and Kensington Village alongside the high-rises of Proudfoot Lane. I am very familiar with this ward, because I lived in Ward 13 for 13 years. I went to elementary school here, and this is the first ward where I voted in a municipal election, in 2010.

The area is home to London’s oldest communities. In the colonial sense of things, London was first designated as a community in 1826, within the Township of London. London, at the time, consisted of an area bounded by the Thames, Wellington Street, and Queens Avenue. In 1840, when London became a village, London expanded eastward to Adelaide Street and northward to Huron Street. In 1897, London West amalgamated with London, and is generally now referred to as Blackfriars. The western communities in this ward were first developed in the earlier years of the 20th century but were annexed into London in 1961.

This is a very interesting place. This is indisputably the centre of arts, business, recreation, politics, and so much more. There are renters in the core and across the ward, with families and students interspersed throughout. The problems with homelessness and public order are very pronounced in this ward. Every Londoner has an opinion on it. How does it all come together?

Welcome to the 14th ward in our series of profiling London’s 14 wards. Thank you for following along and exploring London with us. Now, we make our way to the centre of it all, where Ward 13 comprises the downtown and surrounding area. We picked a great spot to talk about this place, Ivey Park, which recently reopened after a major sewer replacement project.

Well, hasn’t this been something? We’ve spent the entire summer - 15 weeks, including a break - experiencing the city and circling downtown. Now it’s time to look at the central point and the central issues: downtown London, making up most of Ward 13. Unsurprisingly, it reflects London itself.

Every week, we’re having a chat in the ward itself. Here are our musings together in Ward 13, where we went to the forks of the Thames River to talk all things downtown and beyond.

Ward 13: The Basics

Ward 13 - Central London, West London, Southcrest, and South London

Ward 13 has always been the central constituency of London ever since the city started using single-member constituencies for the 2006 election. Prior to this election, London’s wards numbered seven, each of which elected two city councillors. Downtown was a part of two different wards, with Dundas Street being a dividing line. What is now Ward 13 was once parts of the old Wards 1, 2, 5, and 6.

An activist group named Imagine London, who had been organizing to change the configuration of the city council wards, were proponents of smaller wards representing communities of interest, including a ward that represented the downtown. After the city did not act on referendum results about the size of council in the 2003 municipal election, Imagine London took their case to the Ontario Municipal Board, who ruled in their favour in December 2005. The city appealed to the Superior Court of Justice, which ultimately upheld the OMB’s decision the following month. Since the 2006 municipal election, London has had 14 city council wards and one of them has centered on this city’s core.

Other than tinkering to the west end of the ward, around Wonderland and Oxford, Ward 13 has generally remained the same for the last 20 years.

Part 2: Around the ward

South London

There is a tiny bit of the South London district that is a part of Ward 13. It’s like an island surrounded by the arteries that are Stanley Street and Wharncliffe Road. There are a lot of stately houses, many of which date back to the 19th century. In our city’s current affairs, the most prominent of those houses is located at 100 Stanley Street, at the corner with Wharncliffe Road. The house was most recently inhabited by Nan Finlayson, who faced expropriation centered on a proposed underpass project in which Wharncliffe Road South would be widened to four lanes under the CN tracks. The house has remained vacant and boarded up since 2020, when Finlayson sold the house to the City of London to move elsewhere.

Also in Ward 13’s portion of South London is the HMCS Prevost Naval reserve building, which has been in operation since 1938. There is a Battle of the Atlantic exhibit facing the Thames Valley Parkway which wraps around the building.

Southcrest

There is also a portion of the Southcrest district in Ward 13. This is mainly made up of Evergreen Avenue and Riverview Avenue, but there are a few interesting points in this tiny little island.

At 54 Riverview Avenue, there is a two-storey building that was once owned by the Salvation Army named Bethesda House. It was a shelter for mothers and their newborn children. Notably, in 1994, a 17-year-old Patti Mallette and her newborn son, Justin Bieber stayed at the building for the latter’s first days as an infant. The building closed in 2012 and is now owned by the London Health Sciences Center, used for the Adult Eating Disorders Service.

21 Wharncliffe Road South was the home of Riverview Public School from 1915 to 1982, and later the Children’s Museum. I visited this building a few times for school field trips. Into the 2010s, the building hosted the Grickle Grass music festival. In 2014, the property was sold to Farhi Holdings Corporation and then the museum moved to 100 Kellogg Lane in 2024.

Riverview and Evergreen meet each other and from that intersection is the continuation of the Thames Valley Parkway. This pathway runs to the west end of London through a tunnel named after Greg Curnoe, a legendary Regionalist artist.

West London

West London is located immediately west of the forks of the Thames River. It includes neighbourhoods such as Blackfriars and Oxford Park, as well as the high-density residential buildings along Proudfoot Lane.

Blackfriars is just outside of downtown to the west. Much of it is centred along Blackfriars Street, an extension of Ridout Street North. Formerly the village of London West, it was annexed into London in 1897. It was designated a Heritage Conservation District in 2014. The neighbourhood is connected to the downtown via the iconic Blackfriars Bridge. In the south end of the neighbourhood is Labatt Park, the oldest continuously-used baseball grounds in the world, and the home of the London Majors baseball team.

Oxford Park is another one of the older neighbourhoods in West London. Across from Cherryhill Village Mall, is Eagle Heights Public School. It first opened in 1949 as Oxford Park Public School. 55 years later, it merged with Empress Public School to become Eagle Heights on the old Oxford Park site. In 2005, I was among dozens of students who became the first graduating class of that school. Today, it is Thames Valley’s most enrolled elementary school, and the only one across the entire “Valley” where enrollment has surpassed 1,000 students. It’s indicative of the west end’s struggles with population growth.

Further west are streets like Proudfoot Lane and Beaverbrook Avenue. This is a cluster with apartment buildings and is the densest part of London outside of the core. Growing up, most of my classmates were immigrants from Southern Europe and Southwestern Asia, and their first homes were in apartments along Proudfoot and the surrounding area.

In the northwestern corner of the ward is London Mall, located at 530 Oxford Street West. During my childhood, I remember the mall being anchored by a K-Mart, which was replaced by a Sears Outlet Store. The Sears store endured for nearly two decades before closing in 2016 much like the rest of the company within Canada. There were a few years that the mall was a desolate place, but that changed with the opening of Food Island, an Asian supermarket. Food Island closed in 2023 and was replaced 18 months later with the Loblaw-owned T&T which fills a similar niche in London’s supermarket market. London Mall is busier than ever, with little vacancies. The parking lot has been used in recent times as the site of an Asian night market and high-rises are proposed for a portion of the lot.

And finally, I cannot forget about the McDonalds beside that mall. Owing to London being a longtime spot to test out products, this was the first McDonalds restaurant in the eastern half of Canada.

Central London

We’ve saved London’s most central district for last. Central London consists of Downtown, Woodfield, Piccadilly, Soho, and North Talbot, and all of the microneighbourhoods in and around the core.

Downtown is the centre of it all in London. Its course has followed the same as the central areas of other Canadian downtowns. It was the centre for shopping, then suburbanization caused retail and residential to flee for the outer edges of our cities. Then, somewhere along the way, cities have to find new ways to reinvent the downtown as a community of its own.

None of this is more obvious than the evolution of Citi Plaza. It opened in 1960 as Wellington Square as one of the first enclosed shopping malls in this part of the province. Two decades later, it was rechristened as London Eaton Square, becoming Galleria London by 1989 and doubling in size. As soon as Galleria opened, retailers quickly fled within a few years for the suburbs. In 1997, a GoodLife Fitness location opened in the basement of the mall as a harbinger of things to come. In 2002, the Central branch of London Public Library reopened in the former Hudson’s Bay site. In 2009, Galleria was rebranded as Citi Plaza, marketing itself as a mixed-use building. Today, retailers and other services have trickled out, rendering much of the mall as various offices, the Middlesex-London Health Unit, the library, GoodLife, and Imagine Cinemas. The mall is a bright place during the hours that it is open, as evidenced by all of the skylights. But many of the corridors are empty, like a blank canvas waiting to be painted. I feel that despite the issues with downtown, there is nowhere to go but up for a centrally located building like this one.

The major arteries of activity in the downtown are Dundas Street and Richmond Street. Dundas between Ridout Street and Wellington Street is known as Dundas Place, which was reconstructed as a flex street in 2018, with seamless curbs. Many Londoners know that it is occasionally closed to vehicles for events, but that can be reframed as the street being open to people. Richmond Street in much of Central London is better known as Richmond Row, and is home to many of London’s upscale restaurants and retailers.

In the northeast of Central London are places like Woodfield and Piccadilly. In 1993 and 2008, the east and west halves of Woodfield were respectively designated as Heritage Conservation Districts. It is a wonderful place to be any time of the year, with tree-lined streets making for a perfect background of a stroll or jaunt. Here, I enjoy walking through Piccadilly Park and along streets like Princess Avenue with a cup of coffee from Motive Espresso. The dominant building in this area is our City Hall, which is the seat of our municipal government. The present building opened in 1971 as part of a campus that includes Centennial Hall, Centennial House, and Reg Cooper Square in between. There is much discourse on the future of city hall, but nothing has materialized into concrete plans.

SoHo stands for “south of Horton Street”. Inspired by an area of the same name in the West End of London in England, Soho is another fascinating place in Ward 13. It is bounded by the CN tracks, Adelaide Street, and the Thames River, with Horton and Wellington Streets as the arteries. It was originally London’s most culturally and ethnically diverse area with white people, racialized people, Indigenous people, and immigrants all living together. One long-standing institution was the former Victoria Hospital located on South Street. Formerly a centre of medicine for over a century, the campus closed in 2013. Ongoing is a redevelopment of the hospital’s properties into housing both non-market and market. Village SoHo (formerly Vision SoHo) is a coalition of non-profit companies and homebuilders who came together to build affordable housing in the area. Like many Londoners, I am excited when people come together for the better of a community and I cannot wait to see what the neighbourhood looks like when Village SoHo is fully built out.

Part 3: Politics of Ward 13

I call this ward “the poisoned chalice” and think the drama is well-deserved, because downtown’s needs are a special kind of problem. It’s an area with a lot of ordinary working folks, plus some ancillary neighbourhoods, and it tends to produce councillors who are gently left-wing and well-meaning. And, it’s an area with endless social problems and ways to attack it, so it’s next to impossible to defend while recognizing its problems. This has led to a series of high-profile councillors with varying levels of impact.

This time, incumbent David Ferreira is defending a wafer-thin majority of 34 votes, though his past opponent, John Fyfe-Millar, isn’t running again. That was an unusual contest: Fyfe-Millar is a local businessman who was appointed by council and not elected. This race was complicated by several factors, including that appointment process, as CBC London reported at the time. Fyfe-Millar lost out to Arielle Kayabaga in the polling in 2018 - a long process there, due to the proportional representation system used as a one-off - and was, to some extent, appointed as a second-placed candidate. (He was also second to Tanya Park, later a mayoral candidate, in 2014.)

This time Ward 13 is even more complex but for different reasons: Ferreira has no fewer than six challengers, for a seven-way contest that’s tough to analyze. Among the challengers, Andrew Crook has plenty of signs out, and I see other names around, such as Tony Biviano, but it feels wrong to pick anyone out of that crowded field of fairly-similar platforms. Perhaps the Ward 13 All Candidates Meetings, which is this Saturday, will help.

And Ferreira is defending a record. He has a profile and doesn’t hesitate to speak out. Two recent examples are his opinions on drug addictions and safer supply, which you can read here, and a remarkable moment when he led the way with comment about developers’ donations to other councillors.

So Ward 13 is hard to call, and interesting to watch. Ferreira can keep it, with strong messaging and lots of campaigning.

Part 4: In the news

Oh my goodness, where do I start? Downtown is the focal point of London, producing storytelling from major municipal, business and social nodes in the system that supports us all. If we focus on Ward 13 itself, we’ll pick up a few, and this 14-part series has certainly shown commonality in issues across all the wards. This is as subjective as it gets, but I’ll share a few stories for a taste of the ward and those issues.

• OK, maybe there is a good place to start: the $48 million Downtown Master Plan, designed to revitalize our city’s core. Here’s CTV.

• The issue of infill housing, and related discussions about density & intensification, is city-wide, and it utterly dominates any planning conversation downtown. There’s a whole article in rounding up the various high-rises and other plans - such as 30 storeys at Ridout & Kent - and it’s very tough to keep track. However, this piece from a construction industry publication lays it all out well, though it is from two years ago so watch the details. Short version: towers everywhere.

• Of course, homelessness is the major issue in Ward 13. Here’s a recent LFP piece from the very edge of the ward that discusses the challenges with encampments.

• On the general environment and use of downtown, Here’s a CBC story I shared before, which I enjoy. It’s about creating London’s River District.

• And there’s a push for public art, with various initiatives to enjoy. This has been reported in a few places but is well told in the press release.

• Watch your step downtown, of course. There was this recent sinkhole, and of course that time the steam heating caused the sidewalk to explode.

• Let’s end on a positive. The London Free Press did this great story about all the places to shop downtown - more than 60 of them.

I could go on. It’s an area that overshadows all narrative and generates all kinds of opinions. I really love downtown London and would encourage everyone to spend time there.

Part 5: And there’s more…

Our restaurant pick

This ward has no shortage of restaurants. Unlike in previous wards, where it was a challenge to find a good locally-owned place to eat, the challenge here was fun to think of just one place to find.

The Early Bird is the place you have to eat at. Owned by the Wolfe Brothers, it is one of my favourite restaurants in the entire city. I’ve always left full and satisfied, and the portions are so great that I always have had to request a box for takeaway. During my 20s, there was a string of years where I would visit every New Year’s Day for brunch. I’m not sure how it came together or why it ended, but it was always a great place to be in the core.

The unmissable landmarks

Blackfriars Bridge

This bridge is a wonderful piece of history. Blackfriars Bridge is a wrought iron truss bridge that was built by the Canton, Ohio-based Wrought Iron Bridge Company in 1875. The bridge is the longest of its kind in operation in North America, and one of the oldest still in use.

Between 2013 and 2018, the bridge was closed to traffic while a solution was formulated on how to refurbish and upgrade it. For much of those five years, only pedestrians could access the bridge. Blackfriars re-opened to all modes of traffic in December 2018 in a cold but memorable ceremony, bringing together downtown and West London once again.

One London Place

Located at the corner of Queens Avenue and Wellington Street, this office building opened in 1992, having been developed by Sifton and designed by Crang & Boake. Until 2023, One London Place held the distinction of London’s tallest building when the construction of the south tower of Centro displaced it. One London Place remains the tallest of the non-residential buildings. There was to be a “Two London Place” constructed in “One”’s vicinity, but the recession that was underway in the 1990s shelved plans indefinitely.

Victoria Park

Formerly the site of the British garrison nearly two centuries ago, the 18 acres between Richmond and Wellington Streets became a public park in 1874. I enjoy Victoria Park at any time of the year. Whether it is a stroll during the shoulder seasons, or skating in the winter, or one of the festivals that runs in the summer, it is a place that I always look forward to going to.

And that’s how we see it. We came from the suburbs, paid for parking at Ridout and Horton, went through alleyways, nooks, and crannies, up to the 12th floor, back down to the ground floor, and we offer you this guide to what it’s all about.

The Cedric/Mike teamup is now complete! We looked at all 14 wards, from the start of June to the middle of September, and hopefully you learned a new thing or two in each of our profiles. We explored every corner of the city and brought a fresh perspective on it. We, too, learned many things along the way and I want to share that with you going forward.

You know that concrete pad between London’s City Hall and Centennial Hall? It’s called Reg Cooper Square. A little Google research taught me that it’s named after a long-serving municipal employee.

Many years ago, Reg Cooper Square was a significant gathering space, with a fountain, gardens, benches and even space for special events. YOU’s first “major” fundraising event was held there in 1984, during the UN’s International Year for Youth.

Today, the square has deteriorated to the point where it’s an eyesore across from London’s beautiful Victoria Park. And that got me wondering: instead of simply asking how we might restore Reg Cooper Square to its former glory, should we be asking a much bigger question about the entire site?

My Loon colleague, Matt Brown, and I explore that question in this week’s Steve’s Reflections.

London’s existing City Hall is no longer adequate for the city’s needs. At the same time, the City has made significant investments in the downtown and has identified filling vacant downtown office space as a priority.

So what if we looked at moving City Hall to a more centrally located downtown building—perhaps one of the many existing office buildings that are currently underutilized or vacant?

And what could that make possible at the existing City Hall site, including Reg Cooper Square and Centennial Hall? Could this become an opportunity for significant renewal, new public space, additional housing or other uses that would better serve London’s future?

This isn’t about suggesting that we already know the answer. It’s about asking whether we should be exploring the possibilities.

Council has considered relocating City Hall before, including pursuing the Bell building at Dundas and Talbot roughly 20 years ago. Perhaps it’s time to take another look.

We all have concerns about affordability and taxation. But perhaps there is also a business case for looking at the bigger picture: rather than continuing to invest in a building that no longer meets London’s needs, could we redirect that investment in a way that gives us a better City Hall, brings more workers into the heart of downtown, and unlocks the potential of one of our most prominent downtown sites?

Hello, fellow Londoners, and we’re right into it this time: THANK YOU.

This week, London Ontario Online News passed 500 subscribers, which was a massive moment and a major emotional boost for everyone at this local start-up. So let’s run through this week’s good-to-knows, and of course we will start with…

Election 2026

It’s been a four-day week filled with a month of events3, or at least it’s felt that way to me. And, it’s been marvellously stimulating to watch election machines kick into gear, and to drop into the launch events for Josh Morgan and Kirsten Krose, as I shared on Wednesday.

That evening, I popped to Ward 12 for my first opportunity to see candidates debate each other. More on that below. I also managed to squeeze in a quick visit to the Susan Stevenson offices afterwards, zipping4 down Wellington to see the crowd. Yes, there was a crowd.

The Stevenson launch took place at her office above the bridal shop on Dundas Street. I had to watch the speech in the media coverage, of which there has been plenty; it was notable to see pretty much all of the local media show up for an evening event. That’s rare - and shows that Stevenson is generating website clicks.

I saw a few folks I know - and was happy to meet Ward 4’s Mario Jozic, a particularly active candidate - and also I’m relying on the observations of others for some attendees. The media reported they included former councillor Cheryl Miller, John Winston, formerly leader of Tourism London, London-Fanshawe Conservative MP Kurt Holman and, perhaps most controversially, former councillor Michael Van Holst, who expressed views about vaccines. There were a few other election candidates, too, such as TVDSB challenger Paul Gray, who has a controversial history in local politics, and, running downtown in Ward 13, Andrew Crook.

Stevenson fired up her followers with, among other statements, a pledge to introduce weekly garbage collection. This has been discussed many times - Councillor Dale Henderson suggested it in the early 2010s and was derided - and involves an increase in service costs, which is interesting for a mayoral candidate who is apparently quite far over there to the right.

There’s a lot of change in that Stevenson platform, which you can read in full here. And I’m unsure what this is, but it sounds stressful: “Public financial reviews of homelessness and bus rapid transit spending”.

Moar and moar election, sigh

I know, I know. Only 45 days to go. But this is important and everyone benefits if we all dip in and learn a bit.

We’re so happy to be able to partner with the Urban League as they run these busy events. They’re proving popular and valuable, it seems. We’ve already seen full houses, including a crowd of about 50 at the first event, the Ward 12 debate in Jalna Library.

Podcast recording - The 14 Wards of London Ontario

Hey, I’m sure this won’t cause 500 people to turn up and do anything terrifying, but the amazing Cedric Richards and I are recording our final podcast in a series tomorrow and thought we’d mention it here in case anybody wants to say hi.

It’s number 14 of 14, and this time it’s downtown’s Ward 13. We’ll be in Ivey Park for a little while from around 12 noon tomorrow - that’s Saturday, September 12. We tend to huddle together and talk into an iPhone for slightly too long, and that’s the whole show, so don’t expect Vaudeville. Transit and getting around

Centre bus lanes are GO! I understand why folks complain about change, and also wish to point out these wrong-way bus lanes are not the strangest aspect of a city with our garbage collection schedule. This week, I’m doing something a little different. Instead of sharing my usual weekly recommendations, I wanted to talk about why arts and culture are important to London, and why they should be part of the conversation as we head into the upcoming municipal election.

If you’re a regular reader of this column, you likely don’t need to be convinced that arts and culture are about much more than what’s on a stage or what’s hanging on a gallery wall.

Arts and culture create jobs, generate economic activity and tourism, bring people downtown, and help attract and retain talented people. Arts and culture give us reasons to gather, connect and experience something together.

Which brings me to the election. Over the next few weeks, there’s a good chance someone running for London City Council is going to show up at your door.

They’ll have a brochure. They’ll probably tell you why they’re running. And then, if they’re doing it right, they’ll ask if there’s anything you’d like to know.

There are a lot of big issues competing for our attention in this municipal election: the economy, housing, homelessness, affordability, transit, taxes, the future of downtown, and I don’t want to take away from the importance of any of these issues.

Culture is an Economic Issue

Last year, the London Chamber of Commerce released a report on the role culture can play in the evolution of downtown London. Their argument for the sector is straightforward: a strong cultural sector contributes to economic growth, tourism, community engagement, talent attraction and quality of life.

According to research cited in the Chamber report, arts and culture tourists spent approximately $11.4 billion in Ontario, generating $5.7 billion in direct economic value.

That spending doesn’t stop at the door of a theatre, gallery, concert venue or museum either. People go for dinner, have a drink, shop and pay for parking. Visitors stay in hotels. Cultural activity creates foot traffic, and foot traffic supports other businesses.

This is particularly relevant when we’re talking about downtown London, which we all know needs support.

The Chamber report states that festivals, cultural institutions, public art and creative spaces help bring people downtown, animate underused spaces and support surrounding restaurants, retailers and businesses. It also points to London’s existing cultural assets, Museum London, the Grand Theatre, London Children’s Museum, McIntosh Gallery, Aeolian Hall, our designation as a UNESCO City of Music and festivals such as Sunfest and the Forest City Film Festival as part of what gives the city its identity.

The City seems to agree. In June, City Council endorsed Downtown Reimagined, a new 10-year plan for the core that describes downtown as London’s cultural, civic and economic heart. Among its four major “Big Moves” is a commitment to build on London’s designation as a UNESCO City of Music, alongside investments in public spaces, stronger connections to the Thames River and a new approach to downtown governance.

And culture was one of the 5 key themes that Londoners stated was critical when giving feedback on our downtown.

So, ff we’re going to spend this election talking about how to make downtown more vibrant (and we should be), culture deserves to be part of that conversation.

Why Culture Matters to Quality of Life

Arts and culture are part of what makes a city a place where people actually want to live.

The Chamber report notes that 79% of people believe the arts greatly contribute to mental health and community cohesion. Cultural events and spaces give us places to interact, share experiences and feel connected to the community around us.

They’re also part of how London competes for people.

We have graduates from Western and Fanshawe with creative skills. If we want them to stay in London, along with other young professionals and entrepreneurs, we need to provide them with a high quality of life. People want interesting places to go, things to see, music to listen to, neighbourhoods to explore and communities they feel part of.

Make Arts and Culture Part of the Conversation

It’s easy for a candidate to say that they “supports the arts”. But what does that mean? Do they have specifics behind that statement?

• Do they see arts and culture as part of economic development and downtown revitalization, or primarily as entertainment?

• Do they understand the pressures facing cultural organizations and artists?

• Are they willing to invest in cultural infrastructure?

• When budgets get tight, where does culture fall on their list of priorities?

This is where three London cultural organizations have come in. Representatives from the Grand Theatre, London Children’s Museum and Museum London have developed a set of questions for candidates in London’s 2026 municipal election.

The idea isn’t to tell people how to vote. It’s to make sure arts and culture are part of the conversation.

These questions have also been distributed to other London arts organizations, as well as to the Urban League, which will be asking some of them at the upcoming all-candidates meetings

The London Chamber of Commerce has also been asking candidates questions and has included a few about arts and culture. They’ve been posting the responses on their website.

Pick the two or three of the questions below that matter most to you, and ask them at an all-candidates meeting. Send them to someone running in your ward, or keep them handy for the next time your doorbell rings.

Hello, fellow Londoners, and welcome to City Hall Notes, where I offer a weekly briefing on what’s popping in our city’s local government. Hi from me and everyone at London Ontario Online News, the local start-up that continues to revere subscribers as the type of people who support independent local journalism, especially the Paid subscribers and the sponsors. Thanks for being London Leaders!

Let’s get right into it. Labour Day has passed and suddenly it’s no longer crass to campaign openly1. So all the launch parties are happening, and I’ve been gadding around town poking my nose in. I’m taking a different approach from usual this week, with more of a column than a series of reports, though you’ll find some news snippets on the end.

Let’s go, shall we? Yes.

Off to the airport

It’s always important to launch a re-election campaign well, and the team around incumbent mayor Josh Morgan put together a great event on Monday. A family-friendly barbecue at the Jet Aircraft Museum2, this Who’s Who of local municipal politics was a rewarding experience for any City Hall watcher. St. Thomas mayor Joe Preston was there with a hearty introduction (and endorsement) and, when Josh Morgan stepped up to the podium to speak, the listening crowd included eight current councillors, though only seven of them are running again.

Councillors David Ferreira, Elizabeth Peloza, Shawn Lewis, Jerry Pribil (the one who’s not running), Corrine Rahman, Peter Cuddy, Skylar Franke and Hadleigh McAlister were all there. Add Morgan and you have nine of the 15 council members. If this was Billy T’s we’d have to call an ombudsman. But it’s not council business - it’s politics, so fear not, it’s OK.

But it does leave us with a question: who was missing? Ward 4’s Susan Stevenson is running for mayor, of course, and has her own launch event this evening (Wednesday). Also missing were Anna Hopkins, Paul Van Meerbergen, Steve Hillier (who also isn’t running again), Sam Trosow and Steve Lehman. (I’m open to being corrected on this because I have elderly eyes.)

I noticed a few other candidates, too, including Ward 7’s Sam Hajar, Ward 8’s deadline-day filer Osam Ali, and Ward 10 challenger Alex Moore, alongside his wife Sherri Moore, incumbent candidate for TVDSB trustee, who had the best hat in the room.

A number of families came along to support the mayor and enjoy the event, which included ice cream. It wasn’t crowded, and it wasn’t sparse. There were perhaps 80-100 people there all told, plus a bunch of folks in the background making it happen.

Preston, who is stepping down as Mayor of St. Thomas at this election, gave a speech about the man he called “My friend Josh Morgan”, talking about getting things done with teamwork - including specific mention of homelessness. St. Thomas, you may remember, is winning plaudits for actually reducing homelessness.

Stepping up to speak under a gigantic maple leaf that would have been a better shot with more lighting, Morgan ran through his platform, claiming a series of successes starting with crime figures and quickly moving on to that homelessness issue, emblematic of his first term as mayor. And he reflected the views of many when he called for better partnership across government.

Mayor Morgan spoke at length, talking of his work to have “a safe secure stable London”. On construction, he said: “I know it’s painful but this is generational.” He talked about that pain as infrastructure investment and seemed to suggest that one day London’s construction will indeed be finished. That’s got to be a good message for the voters.

Most of his other points are in the platform materials and easy to get online. I see pledges such as keeping tax raises around 3% and a promise to create a new downtown parking facility with help from the private sector, and of course other observers have picked out other aspects; you might check out this CTV London report for more.

Two events - two vibes

What’s important to understand is Morgan’s team ran a traditional launch for a traditional campaign. This is following expectations and a tried-and-tested path to re-election, assuming the numbers work. It’s my opinion that Susan Stevenson’s relative success is driving some folks to support Morgan as a safe pair of hands. On paper, at least, all Morgan has to do now is to keep going as expected. And he’s up for it - we exchanged a few words before the speech and he was chipper and full of energy. He fully intends to keep the mayor’s chain.

That’s the race, some would say. Those are the main candidates? Right? The two with city council experience? Surely, Shirley?3

Well then. But there is also Kirsten Krose.

Last night, I dropped into the Krose campaign launch at Joe Kools, where there were similar numbers to the Morgan launch but a very different setting and vibe. This downtown gathering was a more grassroots crowd than the ViP-littered Morgan launch. I’m no marketer, but I think I detected a demographic: affluent Londoners with something to say. I wondered if some of these supporters were new to engaging with politics and that is very interesting indeed.

And there were some local folks of note among Krose’s hip and happening crowd, many of them apparently part of her local biz network and social circle. I was happy to meet for the first time Stephanie Marentette, the former chair of the London Transit Commission and a candidate in Ward 6 against Sam Trosow. And I had a chance to say hi to Ward 3 candidate and school trustee Leroy Osbourne, who’s part of the crowd assailing Peter Cuddy, and I know there were other engaged citizens in the room, including a couple of trustee hopefuls.

When she was called on to make a speech, Krose knew her crowd. She spoke from the heart and off the cuff, apparently, thanking her friends in the room and setting out high-level principles, avoiding too much detail. Her short remarks seemed effective in getting her support enthusiastic for the campaign - the joint was jumpin’. She’s a good speaker, which should make the mayoral debate interesting next week; highlights from the Krose platform did follow, just in a nice PowerPoint that played afterwards.

This event, though of course an early step on a long road, was a neat illustration that, in a First Past The Post contest, campaigns need to keep an eye on every opponent. With Susan Stevenson working hard to create new votes and activate her base and Josh Morgan seeking to retain his from last time, it will be interesting to see how the other 10 mayoral candidates can make an impact of their own. Don’t count Kirsten Krose out yet.

And, look out for Bronagh Morgan, who has an enthusiastic team of local activists and plenty to say. She has her campaign launch event on Sunday.

Candidate information and how to get it

I’m pleased to see more opportunities for voters to get to know their candidates, including the London Chamber of Commerce rolling survey that I shared last week, and all the coming Urban League ward debates, which you can find out about here:

Now Jack Moulton at the London Free Press has produced a rich and detailed piece here, asking candidates for a statement in their own words. That’s a lot of work, though, and I’m very happy to see full-time professionals take this on - just be aware of their paywall there.

(My own MEGAPOST post here has lots of useful links and other info, but is much messier and needs the last few candidates added; soon I’ll do that and probably reshare as a mini-relaunch.)

Meanwhile, back at City Hall…

Business continues. During the four-day week that, I would submit, serves us with Christmas-level stress every year, somehow we have a couple of the Standing Committees having regular meetings. This is the second-last procedural/bylaw approval cycle of the council term and the agendas aren’t stuffed, though our local media are paying attention, of course.

Here’s a double-header from Jack Moulton at the London Free Press, reporting on two bylaw conversations at Community and Protective Services on Tuesday: one for dangerous dogs and the other about owners of vacant buildings. Councillor Skylar Franke is leading the buildings conversation following the explosion in her ward a few weeks ago, as we’ve been reporting.

The committee unanimously backed Franke’s motion, sending staff off to examine tougher, more proactive rules for chronically non-compliant vacant buildings, while also advancing a dangerous-dog bylaw review that could introduce graduated penalties, tighter controls and a public registry.

And, this afternoon, a Planning and Environment Committee is happening. I still think planning issues are a key battleground in this election, due to the city-wide-yet-localized issue of infill housing, and will keep an eye out, as always. Here’s a preview of one Planning item, from CBC London’s Andrew Lupton, and it’s typical of these stories. This one’s about an eight-storey development on Sarnia Road, opposed by residents.

Almost there you guys, stick with it

A couple more stories to share and we’re done. First, the sign wars that show up every election have again begun, and social media is full of candidates saying somebody tore up their signs. And, amid that is a disturbing incident in which somebody added swastikas to Susan Stevenson signs. She’s filed a police report. Again, here’s Daryl.

And finally… any candidates out there with cold feet? You need to be tough, obviously. Running is a big commitment and when people give you a hard time it must be tempting to do something else instead.

One Ontario mayor is going with the thought and has changed his mind, backing out of his attempt to be re-elected. In this TVO report you can find out about Manitoulin’s Bryan Barker, who was running for a third term until he decided the job was just too much. Most of his council agree - all but one are bowing out.

That’s a tough read. I really feel for everyone involved, and I know it takes a lot of courage to run. Thank you, if you’re doing that. Our community needs engaged leaders. Welcome to Ward 3

We are continuing our journey through London’s wards in this summer series. We now make our way from one corner of the city to the other, going from southwest London to northeast London. The 13th of 14 wards to profile, we welcome you to Ward 3.

The districts within Ward 3 are Fanshawe, Stoney Creek, Airport, and Huron Heights. Three of these districts are for living, while Airport is heavily industrial, with very few people living in it. It is arguably one of London‘s hardest working districts.

You may be familiar with this ward if you’ve gone to Fanshawe College, an institution in London for the last six decades. Other educational institutions in this area include Montcalm Secondary school, and John Paul II and Mother Teresa Catholic Secondary Schools. Toward the east end of the ward (and the city), there is the Fanshawe Conservation Area, and within it, the Fanshawe Pioneer Village. And, of course, there is the London International Airport.

Over the last few decades, I got to know the area better in a few ways: in the 2010s, I was a student at Fanshawe for several years. Throughout this decade, I would make bike trips to Fanshawe Conservation Area, completing a circuit around the eponymous lake that was created nearly 80 years ago.

The ward is very working class in the inner parts of the ward, and more well-to-do, affluent, the more you get out and closer to the city limits.

Transit is only a good option within the ward if you are going to Fanshawe College and surrounding areas. Route 36, which operates between the college and the airport, is the only industrial bus route to operate throughout the evening.

Cycling is a tougher affair here. Other than protected bike lanes along Highbury Avenue near Montcalm, you really have to be careful about cycling.

I’ve been asking for the last number of profiles, the question, how do the constituents of this constituency live together? This question has never been more apt at a place like this. There are subdivisions that are planned to be built adjacent to Fanshawe Conservation Area. The students live near campus, and in established neighbourhoods. And places like Cedarhollow comprise not only London’s newest citizens, but also those of Canada.

That’s our challenge this summer: the story of London Ontario in 14 wards. Join us. We’re going by bike and by car, and we’re inviting Londoners into the conversation.

As City Editor for the Loon, welcome to our 13th of the 14 ward profiles. We find ourselves at another community center, this time in the northeast of London, a corner that means many things to many Londoners and people across the world.

This is very much an undiscovered part of London for me, despite regularly spending time in one corner of the ward. Once you get past Huron & Highbury and experience the rest of Ward 3, it’s an area with plenty of interesting spots.

Every week, we’re having a chat in the ward itself. Here are our musings together in Ward 3, at Stronach Arena, where we talked about all things Northeast London, from Fanshawe Lake to Fanshawe College.

Ward 3: The Basics

Ward 3 - Stoney Creek, Huron Heights, Fanshawe, Airport

Population - 32,132

Ward 3 has been London’s northeast corner ward, having been created in 2006 from the old ward 3.

The ward for the 2026 municipal election will see a few major changes. London Junction, located along First, Second, and Third Streets south of Oxford, will be moved to Ward 2. Ridgeview Heights and the subdivision surrounding Edgevalley Road have been transferred to Ward 4. Stoney Creek, previously in Ward 5, has been moved into Ward 3. This ward has the third-smallest population among the new ward configurations. It makes sense as there is some room for growth. Since the development of the city’s official plan in 2014, a few areas in this corner of London have been designated as “Future Growth”. Over the last two years, plans of subdivision have come before city council, which will see much of the area surrounding Kilally Road developed.

Part 2: Around the ward

Stoney Creek

This is Ward 3’s newest district. Coming over from Ward 5, Stoney Creek is bounded to the north by the city limits, to the east by Highbury Avenue, to the south by Fanshawe Park Road East, and to the west by Adelaide Street.

The vast majority of residences here are single-family, and this has sprawled out to the city limits. I often wonder if residents of Springridge Drive brag that they can see Middlesex Centre from their house.

The main community hub in this district is the combination YMCA and Stoney Creek Branch of the London Public Library. I visited this place shortly after it opened in early 2011 and was mesmerized at the size and cleanliness of things within. I was not a fan of there being a place like this built where transit access, and crosswalks were sparse, where you had to leave before 5:30 pm to grab a bus to transfer at Masonville. Things have improved on that front, but it took several years to do so.

There’s a mayoral flair in the centre of the district. Two roads in the district are named after a former London mayor, George Wenige. North and South Wenige Drive encircle Sunningdale Road East. Until 1994, Wenige solely held the record for longest time served as mayor, serving nine, one-year terms over five stints. Tom Gosnell tied the record at the end of his third term in 1994, with Anne Marie DeCicco-Best breaking the record in 2009. Maybe someday, they will get streets named after them as well.

The corner of Fanshawe and Highbury was once a quiet corner, but in the last few years, to match residential growth, the Stoney Creek Commons plaza opened with a Food Basics and McDonalds as the most prominent tenants.

Fanshawe

Fanshawe is London’s northeasternmost district. The original Fanshawe was a hamlet located at modern-day Highbury Avenue and Fanshawe Park Road. Since then, the name has been lent to a community college, conservation area, pioneer village, and electoral districts at the federal and provincial levels.

The district is one of London’s most diverse with at least 40% of the population being immigrants, and at least 52% of the population consisting of visible minorities. This is one of the four minority-majority districts in the Forest City, and the only one east of Richmond Street.

Not many people live here right now, but the abrupt dead ends of streets like Killarney Road imply that there are more subdivisions to come. There is an Irish feel to the street names, with surnames lent to streets like Reilly Walk, O’Hanlan Cross, and Guiness Way, and place names such as Portrush Way, Tralee Place, and Dingle Place.

As mentioned above, Fanshawe Conservation Area is located in this district. This is a wonderful place to get lost in nature. I have been here dozens of times over the course of my life. My most memorable visit was in August 2020, where I took my bicycle to the lake and rode it around the lake.

I’ve been amazed in this part of the city about how history is so recent. There are people who are living, who can remember a city and a county without a Fanshawe lake. The floods of 1937 got local authorities to act on creating a flood mitigation system for the area, in case the Thames River flooded again, and it came in the form of Fanshawe Dam and Fanshawe Lake. Prior to the lake’s creation, what is now Fanshawe Park Road continued down a steep grade and ended at the townline dividing London Township and West Nissouri Township. Where Fanshawe Lake took shape, you can see on a map where connections were cut off. There are cottages on Lakeside Drive, which was once a part of that townline, but is now a quiet place where people live on the lake.

Huron Heights

This district contains some of the oldest neighbourhoods in Ward 3. It’s likely also the first thing you think of when it comes to Ward 3. Huron Heights is filled with that typical post-war development: curvilinear streets, single-story homes with wide lawns, and low-rise apartment buildings.

Fanshawe College is also located in the south of this ward. I was a student here during the 2010s, and despite recent news stories about post-secondary education, I remain thankful for the education I received here. The main campus is a sprawling set of buildings along Oxford Street East. The oldest buildings were given the letters A through G. In recent decades, they have started to fill out the alphabet with J, K, L, M, and T, with Z being located down the road in a little exclave building near Third Street. When visiting the area to get to know Ward 3 a bit better, I was amazed at the progress in construction of the East London Link rapid transit project. The bike lanes in that section of Oxford were almost finished, and I was able to beat the cars to Highbury Avenue as I was cycling westbound.

Two of the main community centres in Huron Heights are the North London Optimist Community Centre and Stronach Arena. I’ve had some good times in both of these buildings. In North London, I went rollerskating for somebody’s birthday party. And at Stronach Arena, I attended a professional wrestling show, with my brother-in-law.

There appears to be some room to grow here. You can tell where London had previously sprawled to its former city limits. Chippewa Drive abruptly dead ends at a field and Sandford Street becomes a rural road around the London Research and Development Centre, a property owned by the federal Ministry of Agriculture and Agri-Food.

Across from the Northland Mall, now in Ward 4, is the Huron Heights Plaza, which predates that mall by a few years. Its most prominent tenant was the Huron House. This was a restaurant founded by Jimmy Agathos, an immigrant from Greece who sponsored community groups and sports teams in London. The restaurant anchored the plaza from 1963 to 2014, with Agathos’ children running the place during the final years. Agathos died in 2023, but his legacy lives on, in a way, just a few kilometres north. Agathos Street is named after the late, great restaurateur.

Airport

This district is Ward 3’s industrial district. There’s a lot of gray in this area, whether it is the concrete, the sidings of buildings, or the smoke coming from chimneys.

The most prominent place in the Airport district is the London International Airport. Surrounding the airport are industrial parks with large setbacks on each property. These are the places that many people do shift work, serve people, and make things. For a while, several years ago, I was one of those people.

But, there is more to do than just work. There are museums such as the Jet Aircraft Museum and the Secrets of Radar Museum at the north end of Crumlin Side Road. On Robins Hill Road, there is The Beach Hangar, which has filled the beach volleyball void left by Spikes. And, there is the Katana Kafe located on Blair Boulevard, which is a good place to eat.

There are a few people who live here. They are peppered along quiet roads like Evelyn Drive, Rebecca Road, and Robin’s Hill Road. Related to that, Airport has a unique distinction in London: this is London’s only district with address numbers with five digits.

Ward 3 sees Peter Cuddy seeking to be returned as a councillor for the first time, following two terms where it was held by Mo Salih. Last time, Cuddy beat Bob Wright (who’s one of the nine people running in Ward 4 this time around) although, as with so many wards, low turnout means it wasn’t decided by huge sacks of votes: on paper, Cuddy has a majority of just 407, though the reshaped ward will affect that, of course - and soon we shall see how.

And, he has a packed field of challengers who are definitely getting in each others’ way. Leroy Osbourne, Riya Philip, Ben Durham, Harkirat Kaur and Zak Rahim all seem to be running active and visible campaigns, with notably similar ones from some. School trustee Osbourne and video blogger Durham (who had that disagreement - LFP link - with Councillor Susan Stevenson) have some name recognition, while Rahim seems to have plenty of signs out.

Cuddy, a local business owner, has some relationships to repair, at least according to the Free Press in this story about apparent first-term mis-steps, but still seems to be well-funded, at least based on the incidence of large signs at intersections. Between that, the crowd of opponents splitting the vote, and the usual incumbent advantage, Cuddy may be safe.

Part 4: In the news

Welcome to a ward with some prominent newsmakers amid its somewhat-anonymous neighbourhoods. Let’s take a look.

• First, Fanshawe College: working through change, including significant job cuts. Here’s a summary from CTV. And, the college continues to be a vital local employer and a vibrant part of our city, getting up to all kinds of great things such as the successful aerospace school described in this CBC story.

• And London International Airport brings its own vibrancy, having just launched some new destination services and hosting events, though two music festivals just switched to downtown due to traffic management issues at the airport.

• Here’s a nice media release about Fanshawe Conservation Area winning a community spirit award.

• Let’s not forget Fanshawe Pioneer Village. Here’s a story about their blacksmith leaving.

• Also in Ward 3, there is a much-needed EnviroDepot. You need to ensure you have the correct kind of waste, as the website shows. Here’s a CTV London story about queues and even a crash near a depot in a different part of town - Oxford Street West - showing the need for these facilities.

• As with all parts of the city, Ward 3 has infill planning issues, but here the residents won, convincing councillors to say no to an eight-story building on Fanshawe Park Road.

• And here’s a lovely story about Stoney Creek Public School students reading letters to themselves, eight years later.

This is another busy, churning, amazing part of London - and we’ve seen plenty of them this summer.

Part 5: And there’s more…

Our restaurant pick

I wanted to pick Thuan Kieu Vietnamese Restaurant in Northland Mall, but that’s technically in Ward 4 now. For Ward 3, however, Johnny’s Restaurant is my pick for the restaurant to visit in this ward. I love myself a good diner, and got to visit this place many times as a student, dining in before classes.

The unmissable landmarks

Fanshawe Conservation Area

Fanshawe Conservation Area is acres upon acres of wilderness in the far northeast corner of London. Currently operated by the Upper Thames River Conservation Authority, you can enter the area off of the intersection of Clarke Road and Veterans Memorial Parkway. The wayfinding signs are a bit overwhelming, but that’s a function of so many fun things to do here. The conservation area and the lake were created just after the end of the Second World War. When you first enter along the service road and across the dam, it’s important to take a second and think about all of the floods that have been controlled over the years because of the dam. This is public works in action.

As I mentioned above, I bicycled around the 21 kilometres of trails that loop around Fanshawe Lake. It took about two hours, but it was two hours well spent. Much of it was in wooded areas, but the trail takes you to other places, too. About the first third of the loop took me through the parking lot of Fanshawe Golf Course and Rebecca Road. Of course, you return to the woods where you either pass cyclists or you are passed by them. I was in the latter column, because I was so focused on being present on the lake.

London International Airport

London International Airport, sometimes referred to by its airport code YXU, has been London’s way to fly since it opened in 1940. It superseded the former London Airport that existed from 1928 along modern-day Wonderland Road South, near Exeter Road. The terminal is a non-pretentious building, and its interior has been spruced up in recent years.

For now, the domestic flights out of London are Toronto, Calgary, and Winnipeg with international flights reaching Mexico, Jamaica, and Cuba. This will change over the next two years as Porter Airlines has announced a new roster of international flights, with at least one flight departing every day of the week. The airline has also announced plans for a comprehensive domestic network to be unveiled in 2027.

And that’s how we see it. We went to my old stomping grounds at Fanshawe, did some kayaking on Fanshawe Lake, filled up with gas on Fanshawe Park Road, and we offer you this guide to what it’s all about.

This is a holiday encore edition of an episode that was originally published as an episode on The Matt Brown Podcast. Which, as you might know, is being added to The Loon line up as a regular feature. You can watch for a new episode to drop (at a minimum of) every other Saturday beginning in late September.

At the time of this recording, there were 5 candidates running for mayor and 33 candidates running for one ward seat or another. These days, momentum seems to be building in many of the ward races, and for the city wide race too.

Today, 12 candidates are running for mayor and there are over 100 individuals running for one council or trustee seat or another. Some believe this could translate into greater interest and possibly higher voter turnout.

In this week’s Steve’s Reflections, I had the opportunity to sit down with Trent Burke, the owner of Altitude Window Cleaning.

Trent and I talked about his business, his family, and running….but our conversation was also about something much bigger.

When Trent was young, he experienced homelessness. During that time in his life, he relied on organizations and people in the community to provide some of the parenting, guidance and life supports that otherwise would have come from family.

The most powerful part of our conversation wasn’t what Trent has accomplished. It was what his story asks us to consider about the way we see people experiencing homelessness.

It is easy to look at someone who is struggling and see the circumstances: homelessness, poverty, addiction, mental health challenges, unemployment or whatever else may be visible in that moment.

But behind those circumstances is a person.

Someone’s son or daughter. Someone’s brother or sister. Someone’s parent. Someone’s friend.

Someone with abilities, dreams, strengths and potential that may not be visible to us at that particular point in their life.

Being with Trent always reminds me of so many people I’ve seen in my career who’ve overcome such tremendous challenges to move forward successfully. It’s also reminded me of the importance of seeing the humanity and opportunity within the person, rather than defining the person by the circumstances they are experiencing.

And it left me with a question:

If you had encountered Trent when he was experiencing homelessness, would you have seen the potential that was there?

Would you have imagined that the young person in front of you might one day build a business, employ others and become a successful member of our community?

Or would you have simply seen someone who was homeless?

That question matters—not just because of Trent’s story, but because there are thousands of people in our community whose potential may be hidden behind the circumstances they are experiencing today.

Our response to homelessness needs to be about more than providing shelter and managing crises. It needs to be about seeing people, believing in people and creating opportunities for people to rebuild their lives.

Because we never really know who is standing in front of us.

Maybe the next Trent Burke is someone we are looking at today—and we just haven’t learned to see the opportunity yet.

I hope you’ll take a few minutes to hear Trent’s story and consider what it might change about the way you see homelessness and our community’s need to resolve this crisis.

Meanwhile, Doug Ford, apparently still Canada’s bulwark against American imperialism, says his $25,000 Lake Ontario sign was worth the money. Here’s Global.

As always, my City Hall Notes column from Wednesday can lead this topic.

And, updating that, I see next week’s committees are starting to produce reporting such as CTV London’s focus on dangerous dogs bylaws, which are on the agenda at Community and Protective Services on Tuesday. Headline on that: “Londoner honours her dog’s memory by pushing for newly proposed dangerous dog bylaw”.

Jobs and A.I.

I’ve been wondering about the trade union voice in the debate about A.I. and here it is, in a CBC story where it’s pointed out that humans are training their incompetent robotic successors.

Opinion alert: How about “no”?

That’s about WSIB and, with strong local connections including hundreds of jobs apparently transferring here from other parts of the province, WSIB is increasingly a London organization. And, as I said last week, its CEO, Jeffrey Lang, is a member of the London Police Services Board.

Healthcare

There was a protest in London about healthcare legislation in Alberta, which is seen as opening the door to private healthcare. Here’s CTV.

Also in the healthcare sector Craig Needles’ podcast was focused on the prospect of reuniting St. Joe’s and LHSC, and the opportunity to quote a Taylor Swift song. You can get that song in your head here.

• The Humane Society welcomed 12 rescued animals from wildfires in Northern Ontario: LINK

• The London Knights have switched radio stations, taking Mike Stubbs with them: LINK (It’s unclear what this may mean for the local radio news discussion show he was presenting for Corus Radio.)

• Storm Stayed Brewery3 has been sold by one local owner to another local owner, it appears. LINK

• And the London Free Press reports that Heated Rivalry shot second-season content at Canada Life Place and Museum London “recently”, based on a post on xTwitter. Fans have been posting their celeb-spotting on social media, too.

I think that’s an appropriate amount for a group of engaged Londoners to digest on a Friday afternoon, so let’s call it a weekend: a long one.

Get a First Look at This Year’s Forest City Film Festival

Thursday, September 3 | Museum London | 5:00 - 8:00 PM | FREE

Calling all film lovers! The Forest City Film Festival’s Launch Party takes over Museum London’s Centre at the Forks on Thursday evening, giving movie fans the first look at the festival’s full 2026 lineup. So far 15 films have been announced - this year I’m already looking forward to:

• Run Terry Run - a documentary about Terry Fox.

• Fatherland - a feature about writer Thomas Mann going on a road trip in Cold War Germany with his daughter (played by the wonderful actress Sandra Hüller of Anatomy of a Fall).

• Code of Misconduct - a documentary about the sexual assault scandal with the London Knights.

But this year’s fest will feature 144 films! By far the biggest year for the festival. I’m really looking forward to hearing what else will be playing.

The evening kicks off with a reception where you can mingle with filmmakers and fellow cinephiles, followed by the big program reveal at 6 p.m., including a few special announcements. And like most of our Loon recommendations, the event is FREE to attend!

It’s also the final day to take advantage of the festival’s early-bird ticket pricing, so if you’re already wondering what you’ll be watching when FCFF rolls around (October 15 - 25), this is a pretty good place to start planning.

One Historic Bridge. One Big Bash.

Sunday, September 6 | Blackfriars Bridge, Blackfriars Street | 11:30 AM - 3:00 PM | FREE

The Blackfriars Bridge Bash returns this Sunday, turning the historic bridge into a one-day neighbourhood festival. Built in 1875, Blackfriars Bridge is one of London’s true architectural treasures, and for one afternoon it will be closed to traffic and filled instead with live music, local artists (some sketching en plein air), food and plenty of community spirit, courtesy of the Blackfriars Neighbourhood Association.

The neighbourhood has something extra to celebrate this year, too - new play equipment, a seating area and sand pit at the park located at the foot of the bridge.

The celebration has taken place for the past few years, getting a little bigger and better each time. I’ve been to several myself, and it’s always a lot of fun.

I also particularly like this part of town. It’s a great place for a walk along the Thames and a chance to explore one of the city’s oldest and loveliest neighbourhoods.

A Little Whim, a Little Wonder and a Lot of Really Good Pens

Inside Whim and Wonder, downtown London’s new home for Japanese stationery, collectibles and everyday delights

There are stores you walk into knowing exactly what you need, like going to a drugstore to pick up a prescription.

Then there are other places you visit just because it’s fun to browse their shelves and they always have something new and exciting to check out—places where there is a real joy of discovery. You might find something you’ve always wanted, or can’t say no to, or are just charmed and enchanted by. Whim and Wonder is this type of place.

At Whim and Wonder, you might go in looking for a nice pen, but leave with a capybara blind-box collectible. Or some beautiful Japanese paper and notebook. Or a funky eraser, or a Miffy stuffed animal that you had absolutely no intention of buying five minutes earlier. And really, that’s kind of the point.

Whim and Wonder opened this past July at 226 Dundas St. (beside the TD Bank near Clarence St.), bringing Japanese stationery, collectibles, a gachapon machine, local art and a healthy dose of fun to downtown London.

Whim and Wonder is the only place you’ll find a gachapon machine in Southwestarn Ontario outside of Toronto or Japan (where they are very common).

Owner Alex Rupert describes the things she sells at her store as “everyday delights,” small, affordable things that can make an ordinary day a little more enjoyable.

“I think there is an inherent value in enjoying something small in your life,” she says.

“You can pick up a pen and it’s nice and cute and brings a smile to your face. It’s an everyday delight. Not everything has to be grand.”

Yes, People Really Love Pens

Rupert has long been interested in stationery, collecting, and Japanese culture, but finding the things she liked often meant heading out of town.

“I started the business here because I was always having to go to Toronto to get the stuff that I wanted,” she told the London Free Press shortly after the store opened.

So she decided to bring some of those things to London.

Whim and Wonder carries Japanese pens, pencils and markers for everyone from casual doodlers to artists and serious stationery enthusiasts. The store is also the official Southwestern Ontario reseller for Toronto’s Japanese Paper Place, giving Londoners access to authentic Japanese papers including washi and chiyogami.

Some items of note here…

#1) ART SUPPLIES - London used to have a few art supply stores in town. Now we only have Bijians (which is amazing, but I’m not always able to get to), and Michaels. I go to Michaels in times of desperation if I really need a certain item on a Sunday, but lately they have less and less “artist” materials, and more and more craft materials.

I went to Michaels recently for black India ink and they told me it was too “niche” a product and had to be ordered online! They are also a large American chain. So - I am happy to frequent another store for quality items (though I’ll need to stick to Bijians for India ink).

#2) SPECIALTY PAPER and NOTEBOOKS - There is nowhere in town to find Japanese washi paper. Japanese washi paper is a traditional handmade paper crafted from the inner fibers of bark. It’s celebrated for its strength, flexibility, and soft texture. For our wedding invitations, I got the paper from The Japanese Paper Place. I know of a few people in London who make trips to Toronto to go there, but now you can go to Whim and Wonder and even put in special orders! Same with beautiful specialty notebooks.

Rupert says they’re easily the store’s biggest seller. It turns out it’s remarkably difficult to enter a store filled with really nice pens and not decide you suddenly require another one.

Running a close second are “blind boxes”. These are sealed packages containing one mystery collectible from a larger series. You don’t know which one you’ve bought until you open it, which is either delightful or a highly effective way of convincing yourself you need just one more.

More Than a Store - it’s a Third Space

Rupert came to London from Barrie to attend Western and stayed. Entrepreneurship wasn’t entirely unfamiliar territory: she grew up working in her family’s restaurant supply business and later worked in retail before moving into London’s tech sector.

When the idea for Whim and Wonder began taking shape, she didn’t just want to open a shop. She wanted to create somewhere people could spend time downtown.

At the back of the store is a beautifully decorated event and lounge space with plenty of seating and a big-screen TV. She’s used it to host a retro games night, and the store hosts a bi-weekly swap event, where you can bring in any duplicate figurines/gachas to swap with others.

But you don’t need to attend an event to use it. Have some time to kill downtown? Bring your laptop, meet a friend, journal, draw or simply hang out for a while.

Rupert sees the space as a quiet respite downtown — one of those increasingly rare “third spaces” that isn’t home or work. A place to hang out, where you can just be.

And, at least for now, it doesn’t cost anything.

“I can fund the event space with the retail sales,” she says.

It’s an unusual approach, but one that fits with Rupert’s larger reason for opening Whim and Wonder. She wants to give people another reason not just to shop downtown, but to spend time there.

That community piece is important to her. So is the location.

Betting on Downtown

Rupert is refreshingly enthusiastic about downtown London. In fact, she sees Whim and Wonder as part of a particularly fun little stretch of Dundas Street that she calls a “nerdy zone.”

Within a couple of blocks you can browse comics and collectibles at Heroes, records and CDs at Grooves, used books at Attic Books and wonderfully odd things at Uber Cool Stuff. There’s also Mana Lounge, Studio Coffee and the Central London Public Library across the street.

For Rupert, this is a feature, not competition. Her partner Adam (in life, not in the business) is equally enthusiastic about downtown.

“There are events constantly at Dundas Place, the Covent Garden Market, Victoria Park and more that bring people to the core,” both say. “There’s stuff to do. You can’t just sit at home and complain.”

That attitude was part of the reason why she chose downtown in the first place.

“I wanted to open up to inject more positivity to the core and to give people another reason to go downtown.”

It’s a modest idea with bigger reverberations: one person opens a shop. Someone else opens a café. Another person runs an event. People come downtown to check one of these things out, and happen on to other things while they’re there.

And Whim and Wonder gives us one more. Even if we only went in for a pen.

In this episode, Ethan Hickey talks about the, now more than a decade old, Forest City Film Festival. Ethan is serving his first year as the festival’s executive director and he’s been connected to the festival in various ways since 2019.

This year’s festival has a program launch party set for 5pm today (Thursday, September 3rd). It’s being held at Museum London, it’s open to the public and you don’t want to miss it because Ethan and his team will be announcing the full slate of films - all 144 of them - that will be playing over the festival’s 11 day schedule.

The festival officially kicks off on Thursday, October 15th at the Goodwill Industries building on Horton with a gala event that includes an Impact Award presentation recognizing a London celebrity that has made it big not just here at home in Canada, but across North America and internationally.

The festival offers a full line up of films, speakers and industry events. This is a festival that showcases films that have a strong tie to the Southwestern Ontario region, whether that’s a core member of the film team from the area like the director, producer, lead actor, or sound designer, or the film was shot in the region, or features a regional story. In fact, the Forest City Film Festival’s mission is building, broadening, and bettering the film culture of Southwestern Ontario.

Since 2016, the festival has introduced London audiences to the best features, shorts, documentaries and animation from the region. This year, the festival will wrap up with an awards event at Wolf Performance Hall, presented in partnership with Film London.

Hello again to all the community leaders paying attention to what’s happening in London, Ontario. You’re the kind of people who want to understand a little more about how the city works, I think, and here’s where I can help you out.

This is City Hall Notes, my weekly attempt to make local government a bit more consumable. Every Wednesday1, I pull together a selective - and hopefully informative - briefing on the decisions, debates, developments and so on that seem worth your eyeballs. Of course, you can take this guide or leave it, and the intention is that you can dip in where it makes sense for you, as a Loon subscriber who can gain a little knowledge every week and put it to good use when you lead.

In our public conversation this week, there has been a discernable shift away from City Hall itself to those all-important conversations on front porches. With the signs bylaw now allowing boulevard signs, and campaign teams pleading with residents to offer up their lawns, too, it can only get busier from here as our candidates seek to drum up votes.

Also this week, there was one of those important London Transit Commission meetings that always deserve more attention than they get

As usual, we’ll go by the issues. There are a few things to get through this week, so…

Election 2026

Let’s start with the mayoral race, which is heating up, even before campaigns’ PR efforts begin in earnest. Over time I’ll feature all candidates and today the focus is on the two who are already council members, as the perceived front-runners, don’t @ me.

Following last week’s Full Council meeting, which I reported on here, Councillor Susan Stevenson claimed victory with her successful amendment to change (remove) drug policy from the winter shelters program.

Her social media summed it up: “A WIN FOR COMMON SENSE, ACCOUNTABILITY, AND RECOVERY!”

Usually I don’t like to link to any social media2, because unverified sources have less value, but in this case it’s the key part of the conversation. So, there’s a post on Stevenson’s Instagram here, where she gives her account of what happened and thanks eight council colleagues who voted with her.

Obviously, there are opposing views and they will of course be well-represented in this column over time, so stick with me. For now, I want to show where the political campaign has reached, with two Full Council meetings left before voting day on October 26, leaving just two committee/council cycles for the two most visible candidates - Stevenson, as current Ward 4 councillor, and incumbent Mayor Josh Morgan - to use that platform.

Meanwhile, Mayor Morgan’s re-election campaign has a launch event booked for Monday (yes, Labour Day) and his website over here has lots of information.

His campaign is highlighting a list of successes in emails to supporters, which I’ll sum up here:

• It says more than 1,500 people experiencing homelessness have been helped into housing, while 400 supportive units have been built or authorized, more than 70 shelter units added and 1,500 new residential units created downtown.

• The Morgan campaign points to a lower crime severity index, fewer break-ins, vehicle thefts and violent crimes, faster police response times and more integrated mental-health and public-health support.

• It also highlights park upgrades, sewer separation work, transportation planning and new investment around environmentally significant areas.

• Financially, the administration says it reduced a projected 15 per cent tax increase to 3 per cent in 2026, while avoiding or paying down more than $90 million in forecast debt and maintaining the city’s AAA credit rating.

That’s quite dry now, isn’t it? Worthy and wholesome, but dry. Let’s switch to something that’s more fun.

When your local paper calls you a ‘whiz kid’…

…you know you’ve arrived.

Ribal Zebian, who is taking on Elizabeth Peloza in south London’s Ward 12, is again getting publicity for his micro-homes, this time from the Freeps. He’s looking to donate the homes he’s already built.

Zebian is 19 and a student of engineering at Western University, and a shining example of how candidates contribute to the public debate during the election process.

LTC - tariffs and budget ask

The London Transit Commission met on Monday, and it was a big meeting as we head into City Budget season again, with much talk of large numbers. The topline info on this one is the request for an additional $2 million, and there’s a good headline in the unexpected costs being applies by tariffs: about $50K per bus.

I’m happy to recommend our old friend Daryl Newcombe on this, with great coverage from the meeting for CTV London.

Local Government Lightning

Hmmm. Maybe that heading works better. Anyway, some quick hits to equip you today.

• In education, south London’s Regina Mundi Catholic College is opening a new, $54.3M school, and it’s keeping the old building in use due to demand. LINK

• On the issue of homelessness, which is absolutely key to this election, the London Free Press reported on the clearing of an encampment downtown.

• And there’s a Gerry Dewan, CTV London report here that updates us on the Wellington Gateway project that’s part of Bus Rapid Transit.

Did you know the London Chamber of Commerce sends out a survey to municipal candidates and publishes the results? It’s very interesting indeed, and is being updated as the questionnaires come back in.

At time of writing, it has answers from 17 candidates - three mayoral candidates and 14 from the wards - with more coming in all the time. So far there are three from Ward 9, three from Ward 4 and some incumbents: Shawn Lewis, Skylar Franke and Anna Hopkins. Everyone is asked to tackle 12 questions on various topics - yes, including homelessness - and the outcomes are there to see. You can find them here.

I’ll probably write something about this survey at some point in the future.

Welcome to Ward 10

We are continuing our journey through London’s wards in this summer series, and we are staying in the south end this week. We’re just making our way through the Bradley Avenue extension and we welcome you to the 12th ward in this series. Ward 10 is the centre of the southwest corner of London.

This is generally the Westmount ward, but the other districts that are located in Ward 10 are Bostwick and the western half of Highland.

You may be familiar with this ward if you’ve been to Westmount Mall, the sprawling two-story building that is many things to many people over the last few generations. If you or your kids have gone to Westmount or Saunders, you’ve studied in Ward 10. I became familiar with this area nearly 20 years ago when I did summer school at Saunders. I took advantage of a bus pass to get to know a corner of London that I barely spent time in outside of shopping in Westmount.

The Ward 10 constituent is slightly more affluent than the average Londoner. Bostwick is one of London’s most multicultural districts. While many of the people who live in the south end of this ward are new to London, they are building communities and entrenching them in the fabric of the Forest City.

Transit is useful if you are going from mall to mall or from Westmount to the core, but other than that, it’s hit and miss. I remember taking a bus between Westmount and Lambeth. The bus driver stepped out to go into the transit garage. I had waited for about 20 minutes until the driver came back onto the bus and noticed me. “I didn’t see you there; nobody really takes this bus route” 15 years later, I understand what he meant.

Cycling is also hit or miss outside of the quiet residential neighbourhoods. On the main roads, there are parts of the bicycling network in this constituency where the bike lanes just disappear. A bright spot, however, is the installation of protected bike lanes along the Bradley Avenue extension.

Outside of Westmount Mall, this is one of the quietest places I’ve been to, made up of people just living their lives. But how do they live together? And how do they live amongst the traffic of Wonderland, and all the concrete at points south?

That’s our challenge this summer: the story of London Ontario in 14 wards. Join us. We’re going by bike and by car, and we’re inviting Londoners into the conversation.

Welcome back to South London, my fellow Londoners! It’s Cedric Richards, City Editor at the Loon. For this ward profile, we are shifting a bit west and in an effort to ruminate on Westmount and the surrounding area, we settled on the plaza at the corner of Viscount Road and Notre Dame Drive.

And I was happy to go along for the ride, learning even more about the Forest City and its long-established and well-populated nooks and crannies. Listen in as I slowly figure out where I am, and make some hasty predictions for the election.

Every week, we’re having a chat in the ward itself. Here are our musings together in Ward 10, where we found out about Ward 10 in one of the few public places, surrounded by houses and townhouses.

Ward 10: The Basics

Ward 10 - Westmount, Highland, Bostwick

Population - 33,338

Ward 10 has always been the Westmount ward, always centred on London’s largest southwestern community. It was created in 2006 from the old Ward 7.

Every tweak to this ward’s boundaries has been to the northern and southern edges. This election’s boundary adjustment will be a major one, in which part of the southern boundary will be shifted west from Wonderland to Bostwick. It will bring in both sides of the Wonderland big-box strip under the same ward, but in the years to come, the Bostwick area will be the site of thousands and thousands of London’s future citizens.

Part 2: Around the ward

Highland

Cedric writes

Part of Highland is located in this ward. Andover Drive divides the Westmount and Highland districts, but it just feels more and more like Westmount when you go west of Wharncliffe.

If you’ve travelled southbound along Wharncliffe, you’ve seen wayfinding signs for the CTV London studios planted at the corner of Wharncliffe and Commissioners at Basil Grover Park. Once located at then-150 Commissioners Road West, suburban development pushed the studios to their own dedicated street known as 1 Communications Road.

I mentioned in our previous ward profile that Wharncliffe Road South was about the big ticket purchases. On the west side of the road, it’s more of a place where people live. There’s a tiny little subdivision in what was once known as the hamlet of Glendale Corners, and two paths off of Lenore Street that connect to another subdivision, historically known as Norton Estates.

Ward 10’s portion of Highland also contains the elusive “strip-plaza-within-a-residential-subdivision”, at Notre Dame Drive and Viscount Road. Formerly known as Plaza West, this plaza once had Home Hardware as an anchor tenant. It has since been replaced by a Dance Extreme. The area is not immune to contentious infill applications, as this plaza is seeing a proposal to replace part of its parking lot with a townhouse complex.

Bostwick

You may know Bostwick as being home to all the big-box shopping in southwest London, but it has a lot of history. Long before there was an Airport Road in London’s east end, the section of Wonderland Road between what is now Southdale and Exeter was once named Airport Road. There was an airport located along the west side of the road from 1929 to 1942 that was not so much used for commercial flight travel, but for training and private planes. This airport was superseded by what is now known as London International Airport, which opened just north of Crumlin in 1940.

Meanwhile, the road kept the Airport name for nearly 50 years after “YXU” established itself. Westminster changed the name to Wonderland Road to reflect London’s Wonderland realigning to meet the former Airport Road. Into the 1990s, Wonderland Mall faced off against Westmount Mall in a battle for southwest London mall supremacy. Back when Westminster existed, retail at this corner drew the ire of London, which played a bit of a role in London annexing the town. London did not like the idea that Wonderland Mall, among other developments in Westminster, would benefit from lower property taxes and a London-centred customer base.

The irony of Wonderland Mall closing is that the strip morphed into a big box complex that threatened Westmount’s viability. The strip keeps adding stores every year as it fills in southward. You know a store on Wonderland Road has found its repeat customers when you hear someone rejoice that “[they] don’t have to go to Toronto anymore”. But deep down, I want to reply with, “we have local businesses at home”.

But it’s not just stores that are in this district. A community is starting to take shape. Along Southdale, the Bostwick branch library opened in September 2018 within what is now called the Startech.com Community Centre. Next to that community centre, is another hub named Noor Gardens, which is operated by the Muslim Association of Canada. Seven years after they opened their centre in Westmount, and 14 years after they started fundraising and organizing to build a new community hub, Noor Gardens had its grand opening this past weekend.

A transportation network is also taking shape in the area. Around 2012, a signalized intersection was opened at Wonderland Road, with the street crossing being named “Bradley Avenue” to signal a future extension of the White Oaks-centred road. Originally connecting both sides of the Wonderland big-box behemoth, Bradley Avenue West opened in 2018, connecting Wonderland to Wharncliffe. Kilbourne Road was also signed as an intersection along Wonderland in 2017, about seven years after London Transit opened their second garage to accommodate a growing bus fleet.

Westmount

Another sign you’ve just arrived in Westmount? “TRAFFIC CALMING MEASURES HAVE BEEN IMPLEMENTED IN THE WESTMOUNT AREA”

Literally this pair of signs greet drivers and other road users whenever you come into the neighbourhood along both Commissioners and Southdale Road West. The first sign has disappeared along Commissioners, and the Southdale signs were replaced recently by smaller signs that you can only pay attention to if you were walking. There exist no other signs like these for other suburban neighborhoods in London, but there should be.

Westmount is the major neighbourhood in this ward, and has over a half century of history behind it. Sifton built this neighbourhood as a planned community over many phases, and developed London’s first-ever registered condominium in the neighbourhood.

The mall was the centrepiece for the neighbourhood, and it opened in 1971. Across the street on Viscount Road, there are a string of schools where Westmount’s children go to learn. From west to east, they are: St. Rose of Lima Catholic School, Westmount Public School, and Saunders Secondary School. Saunders is London’s most recently-opened English-language secondary school of a secular school board, having opened in 1972.

There is a bit of a trail system connecting Village Green Park, Westmount Lions Park, and Jesse Davidson Park. All you have to do is cross Viscount Road to visit all three of them. It was one of the places I walked and biked through in 2020, during the pandemic, to get out of the house.

The neighbourhood is also home to Reservoir Hill, which is part-park and part-water storage. The water reservoir for London was originally built in 1920, and contained a maximum volume of 45 million litres of water. Construction to replace this reservoir with a new one with nearly double the volume is nearly complete. Just west of the reservoir, is Snake Hill, and the downhill ride of a lifetime into Byron.

The presence of Paul Van Meerbergen dominates this ward, with this old-school small-c conservative having been its councillor in a near-unbroken line for 23 years. The exception was a four-year period in which he was directly affected by the bad publicity surrounding Mayor Joe Fontana, and his own involvement in the notorious Fontana 8 group. Virginia Ridley took the seat for one term, after a narrow win with just 500 votes in it. Otherwise it’s been PVM since 2003 and it’s difficult to see how his current four neophyte challengers, all nibbling at him and each other, can stop him being First Past The Post this time.

Part 4: In the news

Much like Ward 11 right next door, Ward 10 is a spot where people live in relative harmony, without too many story-generating hotspots. It does have some stories that we’re recognizing as London issues, and a few that are perhaps unique to the ward.

Here’s a selection:

• Just two weeks ago, councillors showed support for a massive, 5,000-house subdivision in this area, as shown in the reporting here. It quotes local councillor Paul Van Meerbergen.

• That same councillor - who, having been elected in 2003, goes back further than anybody else on council - was ready to stand up for Westmount in this absolute gem: Don’t diss Westmount; and this was about Carfax Canada’s proposed move to Westmount Mall, which is still under discussion.

• At that same mall, the reptile attraction Repitilia is now well-established, having reached the end of its legal dispute with the City of London. You can find out more about that, and west London’s indoor zoo, in this story.

• By the way, Paul Van Meerbergen also highlighted e-scooter safety issues and reporting from the health sector is suggesting he’s correct - here’s a good story in the Toronto Star, though it may be paywalled.

• This ward also has Saunders Secondary, which shows up in the news sometimes and is often unfairly maligned. It’s just a really big school.

• And let’s not miss the historic part of this general area, and the great traditions of Wonderland Gardens.

Part 5: And there’s more…

Our restaurant pick

Finding a local restaurant in this ward was quite the challenge, reminiscent of our profile of Ward 8. Much like other suburban communities, restaurants are confined to opening near nodes and corridors. Along Wonderland Road, Southdale, and Wharncliffe, many restaurants are national or international chains. So I had to look very hard for a unique taste in this ward.

Qbob is a Persian restaurant located in the basement of a commercial building on Commissioners Road that was once home to Lost Cycle, a spin studio. I had a koobideh kebob plate, which pleased all five of my senses.

The unmissable landmarks

Wonderland Gardens

The year was 1935. Years into the interwar period and the Great Depression, this venue opened at the northern end of a sideroad near the Thames River. For decades, the Wonderland Gardens hosted all things music from big bands like Guy Lombardo and the Royal Canadians to rock & roll acts like Deep Purple and Alice Cooper. The venue evolved into a dining and convention facility until 2005, when the dining hall was destroyed by a fire. In 2008, the venue was replaced by Springbank Gardens, with a redesigned pavilion and public square. Today, the Gardens is used for municipal run, fitness classes, and the occasional festival like HRZN FEST.

One of the etymological legacies of the Gardens is that it lent its name to the road it was located near. Originally, Wonderland Road referred to the segment between the Thames River and Southdale Road. In 1977, a new bridge linked Wonderland with Hutton Road, creating an arterial road named Wonderland Road with North and South halves. The bridge was named after Guy Lombardo, a prominent London-born musician who performed at the Gardens a handful of times.

The gardens are a part of a sprawling network of fixtures and buildings (like the Civic Gardens and the bust of Ludwig van Beethoven) at the corner of Springbank and Wonderland, which mark the eastern terminus of Springbank Park.

Westmount Mall

Westmount Mall opened in 1971, and added a second floor more than a decade later during renovations. During its first two decades, it was one of Ontario’s largest malls outside of Toronto. During the mall’s overhaul during the 2010s, they separated the supermarket and theatre, along with a few other stores into separate structures. So if you were visiting Westmount, and you were in the main part of the mall and wanted to visit the supermarket, you’d have to go outside to go back in. It reminds me of Kaliningrad Oblast, the Russian exclave that borders Poland and Lithuania.

After multiple exoduses of stores throughout the 2010s, the mall has remade itself as a mixed-use centre, with the second floor being home to offices and the former Target replaced with a Fit 4 Less. It feels like a lifetime ago that I did my first job interview inside Westmount Mall for a job at the A&W, or watched a movie inside the mall.

There have been at least two plans released over the last few years to increase either office space or introduce residential towers onto the property, both of which have yet to come to fruition.

CTV London

Located at 1 Communications Road, just off of Highview Avenue West, CFPL has been a mainstay of this area for the last three-quarters of a century. Signing on in November 1953, CFPL was the second privately-owned television station to take to the airwaves. It owned a lot of other Canadian firsts over the years, such as the first Canadian newscast at “the supper hour” of 6:00 p.m., the first to install videotape, the first to convert their news broadcasts to colour, and the first to computerize its news programming. No matter if you call it CFPL, Channel 10, CTV, or The New PL, it is one of the few things that is a constant across Londoners of multiple generations. The transmission tower is 1,034 feet tall, nearly 600 feet taller than London’s tallest building, the Centro.

Earlier this week, London City Council supported a motion to remove provisions in emergency shelter agreements that addressed the bringing or possession of illegal drugs into shelters.

What does that actually mean? You’re probably not alone if you’re wondering.

The change has raised questions about what happens when someone seeking shelter has drugs in their possession. As reported by CTV, some councillors suggested the decision creates confusion by leaving shelter providers to determine whether someone carrying drugs will be allowed into a shelter.

But behind this policy decision is a much bigger question: What should we expect from our shelters, and how should we respond to people who are experiencing both homelessness and addiction?

People experiencing homelessness and addiction are among the most vulnerable members of our community. Of course, shelters have a responsibility to provide safe environments for participants, staff and volunteers. Drug use, trafficking, violence and behaviour that puts others at risk cannot simply be ignored.

But is possessing drugs the same as creating a safety risk? And should the possession of drugs, by itself, become a reason someone cannot access shelter? We’ve talked A LOT in London about the link between homelessness and healthcare. Can we / should we refuse access to housing supports based on someone’s an addiction illness?

I understand the concerns many people will have about enabling drug use or condoning illegal activity. These are complex issues, and there are no simple answers.

But I also believe that how we respond to people at their most vulnerable says something important about the kind of community we want to be.

Council had an opportunity to provide greater clarity about how we balance safety with access to shelter for people experiencing homelessness and addiction. Instead, the decision leaves that difficult balance to individual shelter providers.

In this week’s Steve’s Reflections, I take a closer look at this decision and share my thoughts on what it says about how we respond to some of London’s most vulnerable residents.

Let’s start with the obvious. Yup, Donny really did it. Here’s a news story about the lake and the executive order and his stupid bloody signature.

It’s been Lake Ontario for centuries, as Prime Minister Mark Carney has pointed out. Here’s what he said on social media:

So Trump is wrong, again, and bullying, again, and just appalling, again, and I think we should all calm down and do a deal over some lovely ice cream.

Also there is…

Election 2026

We now have less than two months to go and it is time to get platforms out there and campaigns running with full steam. We’re keeping an eye on it for you, and we ask you to follow along and pick up good information as you make decisions as Londoners.

First, we’ll surface City Hall Notes over here because of course that delivered lots of content the day before yesterday, including much about the election. Here are a few more kernels that have been popping since then.

Mayoral hopeful Kirsten Krose is getting media attention again, and more positively than all that chatter about having a fundraiser in the GTA. She has now launched her campaign, as I shared in the Wednesday column, and you can find her platform here.

Krose was interviewed at length by Craig Needles on his podcast here, and of course that is worth a listen, because Craig is very good at this and the channel - an actual conversation with nuance - is a superb way to understand a candidate’s offering, if you have the time to invest in it.

From Craig’s blurb:

And here’s another candidate getting some attention: CBC London’s Alessio Donnini interviews the youngest mayoral challenger, Mustafa Zeboon. You can find the story here.

This guy’s amazing, by the way, and not just because of his suit. It’s like listening to a Beat Poet in the 50s.

And the Free Press has picked up the issue of old faces returning and offered this story, which relies on already-available information but adds good context in quotes from some of the players, including former Ward 11 councillor Stephen Turner. The prospect of a return to anything like the Fontana 83 - which included Denise Brown, Stephen Orser and current Ward 10 incumbent Paul Van Meerbergen - is horrifying progressives.

And we in the local media remember some good, good stories back then, such as this, one of the best exclusives ever to come outta this town:

Note the byline is one Patrick Maloney, still a leading member of the LFP editorial staff and the most Irish man I know (including several people who actually live in Ireland). I arrived in town one year and4 four months after he fired this utter beauty into the world and, boy, what a time.

BTW, the restaurant in question was Billy T’s, on Highbury North, and it has now closed. If you ask Orser about this incident, he always refers to it as a “cheeseburg lunch” (he always says burg, not burger) so we know what one of them ate, at least5.

What a town.

Housing

I don’t mention too many fires or crashes in my columns, seeing most of them as a background to city life, but I’ll pick out unusual stories or anything that seems like a wider issue.

This one is about new housing and of course quality as well as quantity. A development in SoHo has some electrical issues, ah, let’s let Matthew Trevithick tell you. Here’s his intro from CBC London:

Education

Looking at Ontario news for a moment, it’s a good time of year to note that declining OSAP entitlement is causing student debt and hardship. Here’s a CBC story.

And there are cost-of-living issues at back-to-school time at all levels, as voters will notice. Here’s another from CBC, this time about costs for families.

Traffic and getting around

Old South neighbours are standing up to traffic and made their voices heard about the effects of construction on Wellington in this story.

Meanwhile, London Transit now has an app with real-time bus information, and I’m sure I wrote a story like this more than 10 years ago but OK then. Why didn’t they have this already?

Baseball, a Good Cause and One Last Summer Night

Friday, August 28 | Labatt Park | 7:05 PM | $13.00 per ticket

There are few better ways to spend a late-summer evening in London than baseball under the lights at Labatt Park, and this Friday’s final regular-season home game gives you a couple of extra reasons to go.

From the Studio to the Grand - An Interview with Tori Kuhn

Eight years after launching Aerial Addicts, owner Tori Kuhn is taking her young performers to the Auburn Stage at the Grand Theatre this weekend.

I got a chance to ask Tori some questions about the show and her St. Thomas studio.

1) For people who have never experienced aerial arts before, how would you describe ONYRA, and what do you hope they feel when they leave the theatre?

Onyra is probably a little different from what people picture when they hear “show, production, etc.” It cannot be described as a recital, play or showcase. It truly is a full theatrical production that uses aerial arts, dance, acrobatics, music and movement to create an entirely new world.

The whole show lives somewhere between dreaming and waking. It is intentionally a little strange and abstract — almost like trying to explain a dream after you’ve woken up. There are moments that are beautiful, moments that are darker or unsettling, and moments that I hope just make people stop and think, how are they doing that?

More than anything, I want people to feel something. They don’t necessarily have to leave understanding every moment or explain exactly what ONYRA was about. I actually like that they might interpret parts of it differently.

2) Aerial Addicts began as a small studio in 2018, and now you’re bringing a full theatrical production to the Grand Theatre. What does this milestone mean to you personally?

It’s honestly very surreal.

When I started Aerial Addicts in 2018, it was very small and I was very young. I definitely wasn’t thinking that one day I would be rigging a full-scale aerial production inside my very own studio space, let alone inside the Grand Theatre.

Onyra is especially meaningful to me because it represents the direction I have always wanted to take our Performance Team. I love the athletic side of aerial, but I’ve never wanted what we do to only be about competitions. I’ve always been really drawn to the creative, storytelling, immersive side of aerial.

I think I’m probably still too in the middle of producing Onyra to fully process what it means to be bringing it to the Grand Theatre.

There are a lot of spreadsheets, meetings, phone calls, rehearsals, staging, costuming, makeup testing, rigging and equipment checks to perfect before you get to the sentimental part! But seeing our athletes on that stage is going to be a really special moment for me.

3) You’ve described ONYRA as combining aerial arts, dance, acrobatics, storytelling and theatre. How did the idea for the show begin, and how did you turn those different disciplines into one cohesive story?

The idea actually started during a brainstorming session with my Elite Company while we were trying to decide on the theme for our annual production.

Everyone had really different and amazing ideas, and we just couldn’t agree on one. At some point, it was jokingly said what if we just combine all of them, and somehow that joke became ONYRA.

We started looking at how all of these completely different concepts could exist in the same world, and the idea of a dream made it possible. Dreams can be beautiful, strange, dark, chaotic and completely disconnected from one moment to the next, but somehow they still make sense while you’re in them. That gave us a way to take all of these different ideas and turn them into one larger story.

Our goal is for the story to never stop so somebody can perform an aerial routine. The apparatus, movement, formations and transitions all have a purpose within the story.

We don’t want it to feel like a collection of separate routines. We want the audience to feel like they’ve stepped into this dream with us and are being carried from one part of it into the next.

4) I understand that a couple of your students have choreographed this show with you. How did this process work and how long has your troupe been developing and rehearsing ONYRA?

One of my favourite things about ONYRA has been that it hasn’t just been me standing at the front of the studio dictating every piece.

Our Elite Company specifically took on choreographing their own pieces for the show, and beyond the formal choreography, the athletes have contributed a lot to the overall production of the show too. A lot of them took to certain themes instantly and with my guidance, built their portion of the dream from the music all the way to the makeup.

Especially with aerial, choreography has to be collaborative because every athlete moves a little differently and has different strengths. Sometimes an athlete will try something in rehearsal that wasn’t at all what I originally pictured, but it’s better — so we keep it.

This summer has been the really intensive re-development period. The Performance Team has been training and rehearsing throughout the summer. We just finished a full intensive week dedicated to the production, and now we’re into our final rehearsals.

5) How many students are in ONYRA, what is the age range and what has been the biggest challenge?

There are 18 athletes performing in ONYRA, ranging from 10-19 years old.

One of the biggest challenges has simply been the scale of it.

Aerial productions have an extra layer that a traditional dance or theatre production doesn’t necessarily have because everything we choreograph also has to work within the physical limitations of the rigging system.

At times we have multiple aerialists in the air at the same time, large apparatuses, and floor work, so there has been a huge amount of work behind the scenes making sure what we’ve imagined artistically can also be executed safely in the theatre space.

And then there is the challenge of taking 18 young, individual athletes and making them operate like one professional company. In a show like ONYRA, you can’t only know your routine or part in the routine.

You have to know where everyone else is, when you’re entering, what is being moved when, what scene is coming next and how your role fits into the entire production.

These athletes are not just performing aerial routines anymore — they’re learning how to be part of a full-scale production.

6) What does your typical student look like at Aerial Addicts and how many students do you have at the school? Are people sometimes surprised by how accessible it can be to beginners?

There really isn’t one “typical” aerial student, which I think surprises people.

We have kids who come in already doing gymnastics or dance and are immediately comfortable being in the air, but we also have students who have never done anything remotely like aerial before.

That’s probably the biggest misconception. People see aerial and think, I could never do that because I don’t have the upper-body strength or flexibility. But you gain those things as you progress. We don’t expect somebody to walk into their first class and climb to the ceiling or do the splits.

Someone can walk into their first class convinced they’re not capable of anything and leave having done something they genuinely didn’t think they could do.

At Aerial Addicts we now have approximately 100 students across our recreational, Pre-Performance and Performance Team programs, which is pretty wild to think about considering where we started in 2018.

And this is City Hall Notes, where I seek to brief my fellow citizens on the multi-billion-dollar structures that provide our local services. For the new people joining us (and there were lots), please know that every Wednesday you get this skimmable, selective briefing that seeks to guide you. Usually this lands at lunchtime but I’m done early this week and I see no reason to wait. Good morning!

London, Ontario has so much to know. We had a Full Council meeting yesterday, and it has left the cat among the pigeons after a long discussion about drugs in homelessness shelters. Meanwhile, there’s a trade war and a lot more going on, and we want to make it consumable for you all. So this column - which, notably, relies heavily this week on the great work of local TV reporter Daryl Newcombe - will go by the issues, and, like all comic book fans, I have issues, for sure.

Deadline Day at City Hall

I had a lovely Friday afternoon skulking around City Hall and I’m grateful to everyone who was nice to me. This was the big day - the last chance to file if you wanted to run in any city council or trustee races.

And seven people did indeed show up. The local media were there, too, catching up with the final filers, who did not disappoint and brought some actual news stories.

Closing the doors to nominees gives us a full, confirmed list of 113 candidates, from Ward 6’s Ian Sterling Leishman on opening day to Denise Brown on the deadline, and you can find them on the City website here.

Daryl Newcombe of CTV London produced comprehensive report here, and it’s my selection for a media hit to target. He features a few of the candidates, including surprise comeback kid Denise Brown, the former Ward 11 councillor who is back to challenge Skylar Franke. She immediately said she doesn’t approve of councillors’ recent pay raise and she will donate it to charity if she wins.

Since then, Daryl has returned to the issue of councillors’ pay with this follow-up about busy ward races:

Going beyond London for a remarkable local government story, let’s look at Mike Bradley, who is seeking his 12th term per this story in the Free Press and elsewhere. He’s been in office since 1988, when I was selling yellow Walkmans in my after-school retail job. Astonishing.

That’s a syndicated piece by Terry Bridge, and shows the value of the regional approach by the Free Press as part of the Postmedia Network, connecting communities with relevant stories while filling gaps in news holes.

Canada/U.S. trade war hits home

Looks like it’s elbows up again, as the United States of America shows its current colours in new ways. It’s difficult to keep up-to-date with this fast-moving story, and I can’t do that for you, sorry, that’s above and beyond. But I can give you a few choice tidbits from recent reporting to aid your awareness. And I can focus on local elements, so we can make decisions with them in mind. This is all about making our community better.

Local impact

CBC London immediately went to the heart of the matter, and addressed the local effect in this excellent piece by Matthew Trevithick. That’s a local expert talking about the widespread impact on small and medium-sized businesses in our region.

Notably, London MP Peter Fragiskatos popped up early in the narrative to hint (CBC story here) at help for businesses, and since then the main reporting shows Prime Minister Mark Carney has made a series of announcements designed to protect our industries.

The wider story

At the highest level, the BBC has a good timeline in this online asset, showing how we got here, and CBC has an in-depth piece about why the trade talks fells apart, with the subheds:

Hell yeah, Canada. This is a red line and Carney is absolutely correct. Hell yeah.

Ford vs. Trump

Meanwhile, there is Doug Ford.

Somehow, the funniest part of all this is the Premier of Ontario finding himself in an old-fashioned war of words with Donald Trump. This seemed to start with “kiss my ass” and escalate from there. I liked when he called Donny a “loser”. So, even as we fear the ruin of our economy, there’s a fascinating experience in watching folksy Ford go at it here. There’s lots of online content spreading his choice of words, including those all-important short video platforms, and here’s a good summary from CBC.

“I have a lot of real estate on my ass,” the man Trump called “Flunky Ford” joked on the radio yesterday. “I’m a big guy - what can I say?”

I mean - he’s actually funny. This was not on my bingo card.

Then Trump threatened to rename Lake Ontario as Lake America, suggesting a rerun of all that nonsense with the Gulf of Mexico. At this rate, all landmarks will be called Something America by two weeks on Tuesday. The vast American Ocean will separate Europe and America, and also Asia and America, and possibly Australia and New Zealand. Love-struck couples will stroll hand-in-hand through Paris along the famous banks of the River America to kiss beneath the Tower D’America. In Scotland, all lochs will be Loch America. Also all toilets. And we’ll all change our names to America McAmerica of the Clan America.

Oh Donald, do piss off.

Opinion alert (because I’m really cookin’ now): Ford is right, in his own way. On paper, he’s probably a more successful businessman and certainly a more popular politician than Donald Trump. He’s dropping the truth bombs that Canadians need to hear and doing well, actually. I’m just not sure how we got to the point that Doug Ford is somehow Canada’s anti-Trump voice. It’s not the weirdest thing that’s happened lately but it’s still pretty weird.

Latest from London Services Police Board

Did you know that London’s police board, the group of seven local people providing oversight for local policing, met last week? I suppose you do now. You might also have read reporting from CBC London and the London Free Press.

It’s an important Board, producing the single largest budget of all of London’s Agencies, Boards & Commissions (known as the ABCs), and generating controversy every year, without fail, regular as clockwork - such as this CTV reporting of the last process, a mere 11 months ago - and it’s coming again soon.

We’ll keep watching, of course. You can watch the meetings, too, if you want - see below - or read the handy guide here. I’ll start with a quick summary.

Dramatis personae

Who’s involved in the London Police Services Board? Its membership is on its website here and there was this recent CTV story saying it would retain its seven-member structure. I’ll also provide some context. Most of this information can be found in the public domain.

Ryan Gauss is the Board Chair. He managed Josh Morgan’s last successful campaign. Nancy Branscombe, former city councillor, is Vice Chair. Three members of council sit on the board: Mayor Josh Morgan and councillors Steve Lehman and Susan Stevenson.

You might also spot Mike Wallace, Executive Director of the London Development Institute, and Ali Chahbar, a former police board chair and now employed in a legal role (which caused some controversy, as CTV London’s Bryan Bicknell explained here). The other Board member is Jeffrey Lang, who is the CEO of WSIB.

And of course Chief Thai Truong, who leads the London Police Service, and various service members and support staff.

Chief’s Gala (05:13 - 24:51)

The board reviewed the second annual Chief’s Gala, which raised $250,000 for the community, and $125,000 checks were presented to the Bethany’s Hope Foundation and Victim Services of Middlesex-London.

The service presented its 2025 report, which highlights a 6.9% decrease in the Crime Severity Index. The report focuses on the progress of their strategic plan and the increasing complexity of police operations.

Strategic Planning (59:05 - 1:02:28)

The board discussed the upcoming 2027–2030 strategic plan, directing the Chief to define clear performance measures and resource requirements.

Asset Management (1:02:31 - 1:04:04)

A review confirmed the service’s Asset Management Plan is on track with no current infrastructure gaps identified.

Professional Standards (1:04:09 - 1:15:25)

The Chief provided updates on three Special Investigations Unit (SIU) cases, noting that while no officer misconduct was found, procedural improvements were implemented.

Closing Remarks (1:15:35 - 1:24:29)

The meeting concluded with a somber acknowledgment of recent line-of-duty deaths across the Canadian policing community.

Full Council meeting - drugs in shelters

And amid all this we had a meeting of London City Council this week, progressing all of the various stories and issues of the recent cycle and very much with the election on everyone’s minds.

The main event was the winter response for homelessness, which started with admirable clarity about what services would be offered and when, and ended in abject confusion and even anguish among some members: “We almost had it,” Councillor Sam Trosow kept saying. The discussion went on and on2, amid proposals and amended amendments and more, and the outcome was London City Council ditched its policy on drugs in shelters.

Deleted it. It ain’t there no more.

Don’t get me wrong - this is a municipality, so there are plenty of policies in this area. We just don’t want any rules about drugs, it seems.

Daryl Newcombe, of course, has great reporting on this, and here’s an extract from his main story:

That’s all of council voting for Stevenson’s amendment, except Anna Hopkins, David Ferreira, Elizabeth Peloza, Skylar Franke, Sam Trosow and Hadleigh McAlister, who voted against.

Daryl served us with two strong stories at CTV London and he’s obviously my pick for getting the background:

• Council nixes homeless shelter guideline about illegal drug possession—leaving status quo or confusion?

• Uncertainty about temporary winter homeless shelter’s location sparks debate about clustering in core business districts

This one is going to take some time to shake out. It’s unclear what the effect will be on shelters and streets, with every org asked to make its own drug policy. We’ll keep watching.

Welcome to Ward 12

Welcome back to the 14 Wards of London, Ontario! We are continuing our journey through London’s wards in this summer series. From the north end, we make our way to the south end and we welcome you to Ward 12.

The districts within Ward 12 include Highland, White Oaks, Westminster, Longwoods, and Tempo, and the ward generally centers on White Oaks.

You may be familiar with this ward if you’ve gone shopping at White Oaks Mall, and a lot of the other big box shopping centres along Wellington Road like Wellington Commons. If you needed hiking stuff at MEC, you’ve been in Ward 12. If you work at a garage or an office or a factory along Exeter Road (which some older constituents would call “the 135”), you’re working in Ward 12.

I have been a part of one of three generations of my family who have lived in the ward at some point since 1975, and have family members who live in Ward 12 to this day. It feels like home to me, not just because of the familial connections, but frankly, I run into a lot of people who look like me.

This brings me to the demographics of the area. Ward 12 is one of London’s most ethnically diverse. Within this constituency, the Longwoods district has London’s highest proportion of visible minorities at over 57%, and is the only district south of Oxford Street that is a minority-majority district. Highland and White Oaks are the southern ends of a part of London where the proportion of Indigenous people is greater than the citywide average.

Whenever I would make summertime bike trips to Port Stanley, Ward 12 (in both its current and upcoming boundaries) was on the road to the beach. There is an intricate path system throughout White Oaks, including a tunnel under Bradley Avenue. It was in this area that I learned to be confident on a bicycle. Since I was a teenager, I have come to count on Upper Queen Street, Nixon Avenue, and Ernest Avenue to get to the south end from elsewhere in London. That will likely change when the multi-use path along Wellington Road is completed. Transit will be transformed in the area when the larger and related Wellington Gateway project is completed.

This ward will certainly be less rural than before, and more suburban. It’s not just the fact that Ward 14 will be taking part of the territory of Ward 12, but subdivisions in the Longwoods area are filling in quickly. You have London’s older outer suburbs like Lockwood Park and White Oaks, and newer subdivisions like Copperfield and Middleton. On both sides of Southdale, and on both sides of Bradley, I have always wanted to know how do the people of London’s oldest suburbs and the newest suburbs live together?

That’s our challenge this summer: the story of London Ontario in 14 wards. Join us. We’re going by bike and by car, and we’re inviting Londoners into the conversation.

Welcome back to a coverage of another ward in our city. As your city editor, I know Ward 12 very well, and I can’t wait to tell you all about it! We are between two Ws: Wharncliffe and Wellington, and then in the south end of the ward, Wonderland and Wellington.

I think we’ve cracked it! We may have found the Essence of London, Ontario and it’s in the south of the city. I’m only half-joking: Ward 12 is a working city in smaller form, with all the London issues and, in large part, something like the lifestyle people might want. I really enjoyed this ward visit.

Every week, we’re having a chat in the ward itself. Here’s our Ward 12 conversation where we are on Bradley Avenue, one of London’s hardest-working roads. We gathered in front of the South London Community Pool, a community hub for many Londoners.

Ward 12: The Basics

Ward 12 - Highland, Westminster, Longwoods, White Oaks, Tempo

Population - 35,529

Ward 12 has always been the ward with Highland and White Oaks and all the rural areas south of that. It was created in 2006 from the former Ward 6. Until this upcoming election, Ward 12 bordered the Township of Southwold.

For the first time ever, Ward 12 will no longer touch the city limits. As Ward 14 will take in everything south of Highway 401, Ward 12’s new southern boundary will become the 401.

Part 2: Around the ward

Highland

Highland, the name explains it all. The north end of the ward has a lot of valleys and peaks. It’s impossible to predict what is coming up or down the hill along places like Commissioners Road, Upper Queen Street, Wellington Road, and Wharncliffe Road. One of the great views of London is at Wharncliffe and Commissioners, near the old “Winery Hill”, where you can look northbound into what is another ward. That view reminds me of those photos of Breezewood, Pennsylvania, with all the large signs and the wide road.

Wharncliffe Road South, located along the west edge of Ward 12, has been an important road over the last century, not just because it is an arterial. For three-quarters of a century, until 1998, it was signed as Highways 2 and 4, between downtown London and Lambeth. It may explain why the road is lined with businesses containing those big ticket purchases. There are many car dealerships, used car lots, furniture stores, and other places where you can get household goods.

This district is also home to the century-old golf course known as Highland Country Club. Many of the street names in the Cleardale neighbourhood, south of the club, are golf-themed. You can’t watch people playing a round of golf, but you can live on Golfview Crescent.

Westminster

There is a small portion of this district within Ward 12. Meg Drive continues through Exeter Road and enters an industrial subdivision. It was only about a decade ago that many of the lots here were vacant. This was where I first learned to drive, as there was very little car and truck traffic. Further east along Exeter Road, is the Elgin-Middlesex Detention Centre, a maximum-security provincial jail1.

Longwoods

Prior to 1993, Wharncliffe would reach Southdale and disappear into Westminster to become Longwoods Road. Likewise, Homeview Road would leave London to become White Oak Road. If you’re as young as I am, you may have heard from people, time and time again, that they remember when this area was all farmers fields. Today, there are several subdivisions that many Londoners call home.

The transit situation is not great here. The district is bounded by part of a large one-way loop of Route 12, and the peak hours-only Route 28. It feels related to the time that I drove through the Middleton subdivision to get a look of the area, and it was tough to drive through because of all the cars parked on both sides of the road. One can only wonder, if transit was funded better and planned proactively, could there have been less cars on the road here?

There is the potential to be an arts district, but that’s up to the community to decide. I say this because if you look at a map of the area, there are several streets named after arts and cultural icons in London and Canada. David Milne, Paul Peel, Emily Carr, Paul Kane, George Heriot, and Roy McDonald lend their names to streets in the district. Imagine giant murals reproducing the works of these artists, or their faces, or public art works that are tributes to them.

The current Bradley Avenue extension is also under construction. When completed, there will be a continuous roadway from Westchester Bourne in the east to Wonderland Road South in the west.

Many proponents of that roadwork believe that it will relieve pressure from Southdale Road West. As a cyclist, I understand it. Exeter Road and Southdale in this ward are presently terrible facilities for cyclists. Exeter Road has no bike lanes and very little sidewalks, which is likely a function of the road being a former provincial highway, and Southdale Road has painted bike lanes east of Wonderland Road, which disappear at Wharncliffe. Bradley Avenue will be constructed with a multi-use pathway, which makes cycling safer.

White Oaks

The story of White Oaks must be first told with the original Whiteoaks. In 1929, Mazo de la Roche published a book named The Whiteoaks of Jalna. The second novel in a series of 16 tells of an estate known as Jalna whose inhabitants are of the Whiteoaks family. When the novel was adapted for a CBC television mini-series in 1971, it also lent its name to the ring road that encircles the neighbourhood which is in proximity to White Oak Road. Other characters’ names from this novel also appear in the neighbourhood. Do Alayne, Finch, Ernest, Muriel, and Renny ring a bell?

The top three countries of birth of non-Canadians in White Oaks are Syria, Iraq, and Lebanon, each of which border each other. A “Little Lebanon” has started to take shape in the area, but specifically, it can be considered a “Little Mdoukha”. Many White Oaks residents of Lebanese descent have ties to Mdoukha, a city in the Bezaa Governorate in Lebanon. To that end, a Londoner named Ab Chahbar (not to be confused with the former city councillor) is the mayor of Mdoukha. In 2017, the City of London ceremonially designated Ernest Avenue around Bradley Avenue as Mdoukha Avenue. In Mdoukha, there is a reciprocally-named “London Ontario Road”. If London is still interested in sister city relationships, now is the time for the Forest City to make it official with Mdoukha.

The north end of this district is where I first lived as a baby. Just a few blocks away, on the north side of Southdale, is a standalone street grid with history upon history. I remember observing it quite a lot on drives with my family as a kid, and noticed how the grid stood out from other curvilinear streets in the area. About 80 years ago, the federal government helped facilitate the construction of houses to accommodate veterans of the Second World War who were returning to Canada. The subdivision, named Southdale, contained streets that were named after politicians and generals who led the Allied powers in the war effort. But residents, who were veterans, found the names a bit too patronizing. Residents of Southdale came up with their own names, but the municipalities of Westminster and London (the latter annexed the area in 1961), refused to recognize the community renaming. Only in 1964 did a court recognize the renamed streets like Easy Street and Eden Avenue.

Tempo

Part of Tempo comprises the new south end of Ward 12. It lies between both of the provincial freeways that run through London, the 401 and the 402. Westminster Drive is home to Crinklaw Maple Farm, which has been pumping out maple syrup from the trees on their farm for nearly two centuries. If you open a history book on the area, there’s a non-zero chance that you’ll find the name Crinklaw.

At the very southern tip of the new Ward 12, Wonderland Road once ended as a quiet cul-de-sac, continuing as a rural road south of Highway 401 from Morrison Road. The two Wonderlands were joined up in 2015 with an interchange opening at the same time. I remember cycling along this part of Wonderland Road in 2011, thinking, “this is it, huh”?

In order to continue along Wonderland, you would have to take Scotland Drive over Highway 401 to an access road named Morrison Road. Turning left would return you to Scotland Drive. Turning right would take you back to Wonderland. Some days, I would cycle along Wonderland to get into Elgin County, and other times I’d use White Oak Road. Cycling along this part of Wonderland made me feel like I was part of a secret club. With more and more cars on the road, not anymore.

Oh, it is such a difficult task to talk about a political race when its outcome looks so likely to everyone.

So, with respect to excellent candidates Alexander Main and Ribal Zebian, we have to allow heavy incumbent advantage for Councillor Elizabeth Peloza, who is finishing out a successful second term as an effective ward councillor and, as Budget Chair, leading member of City Council. She can point to recent successes such as that conversation about driving schools disrupting a neighbourhood, and of course it’s well-known she’s fighting cancer; here’s an appearance on CTV back in March. It’s hard to see how the challengers can beat this incumbent, though they have their own interesting stories, Main as a local businessman and Zebian as a student and engineer; here’s Upworthy, aggregating local reporting about Zebian’s modular house project, which looks really cool. Main also ran in this ward last time, coming third, and is a former mayoral candidate. Ward 12 was previously served for five consecutive terms by Harold Usher.

Part 4: In the news

This is fairly simple because, as a strong working model of the London experience, Ward 12 has perhaps less conflict than many wards.

• There is a local traffic problem, among others, of course, often around that busy Exeter Road intersection near the highway. Here’s a CTV news report of one crash, as an example of the kind of thing that happens round there, and is worth watching out for.

• There was also that driving schools situation, as noted above. Here’s another CBC story with context there.

• White Oaks Mall does generate news alongside economic activity sometimes. The big story lately has been the pending arrival of IKEA, and here’s Retail Insider with that.

• Finally, this ward happens to contain Elgin Middlesex Detention Centre, and here’s recent CBC reporting about inmates being improperly released.

Ward 12 has a lot of people just living their lives, day-to-day. I bet there are more stories in there, and we could point out some infill developments, perhaps construction problems, too, but overall the tales of Ward 12, which probably don’t have too much conflict, aren’t told loudly.

Part 5: And there’s more…

Our restaurant pick

Twin Dem Kitchen is located at 1286 Jalna Boulevard. I have many Jamaican family members, so naturally, this one is a family favourite, and I savour each bite. Twin Dem Kitchen also makes appearances at festivals in downtown London so always be on the lookout to eat their food. Like I previously mentioned in a few other ward profiles, the best eats are in suburban strip plazas.

The unmissable landmarks

Highland Country Club

This is London’s most central golf course, given that it is near the geographic centre of London. It opened in 1922, and the course touts that it was designed by the legendary golf course architect Stanley Thompson, and keeps Thompson in mind throughout the evolution of the golf course throughout the last century.

I remember passing by this place a lot on drives when I was a kid. There was an old street sign that came off of Commissioners Road that read “Rudy Street”. About 20 years ago the street was renamed Highland Heights. The address number of the golf club became 1922, to symbolize when the golf course was opened, making 279 Commissioners Road East a thing of the past.

Highland Country Club also offers curling, with a curling rink opening in 1959. Another Easter egg is that there is a lot along Highland Heights that has the address number of 1959.

White Oaks Mall

White Oaks Mall was opened in 1973, and is the major shopping mall in the south end. The main entrance, facing Wellington Road, once boasted multiple metal sculptures that were designed by Jeffrey Rubinoff, son of the mall’s developer David Rubinoff.

Like with Masonville, which we covered a few weeks ago, the mall has adapted to the ever-changing taste of consumers over the last 50 years. The latest overhaul for this mall, is the closure of Hudson’s Bay Company. White Oaks Mall has made a few announcements about what will be entering the space in the future. IKEA is the most notable and despite a smaller than usual space for this one, it will be London’s first permanent store and the first since January 2020 to have goods available for sale.

Westdell bought the mall in 2023, with plans to construct several high rises on the parking lots in the decades to come.
