Hello, everyone - here’s a major update to our all-wards post. Now our candidates have had time to create their websites and get their headshots done, there’s a much clearer picture of each ward.
Now, in mid-June, I’ve updated every race to add platforms, photos and more. Some wards have seen more candidates appear, and others have seen quiet people get louder and better-prepared. There is a great deal going on.
So, in an unusual move, I am resharing this updated content. You might take a look at your ward race or others, or perhaps the mayoral race, where the main candidates now have well-developed websites. Thanks for taking a look and being community leaders.

This is dynamic journalism in the public interest: this article will be shared regularly as an evolving resource for us all and an opportunity to stretch a metaphor about horse-racing1. I’ll try to indicate major updates when I have them.
We use as our basis the public-domain information available on the City of London website’s guide to municipal elections and candidates lists, which you can find here.

Why good information matters
Choose your leaders and place your trust, as Paul Weller sang2. And, it doesn’t need to be a blind bet when you can understand the conditions: the form, the weather, the going, the jockey and trainer stats, perhaps some deeper lore3, and so on.
We know people are more likely to make good decisions if they have strong information - and if, indeed, they take part at all. Look at this turnout from 2022:
That’s low, at barely a quarter of eligible voters exercising their franchise. Does London have more to say in 2026? We shall see.
How this article works
This is a guide to every race:
All races are clickable headings and candidates are clickable subheds. (Look on the left in desktop.)
Mayor and all wards, plus some school board content.
Candidates in alphabetical order, with incumbents at the end each time.
I’ll leave it politely blank where we don’t know too much, knowing I may update. As we shall see, candidates’ levels of commitment may vary.
I’ll mark the keeners who made a point by showing up on May 1, the first day of nominations.
We must note the new ward boundaries, as outlined here, so ‘incumbent’ is a loose term at times.
I will link to candidate websites - but if they don’t work tell them, not me4.
There’s relevant context: media, whatever else seems useful.
And I’ll add a rating of how interesting the ward currently appears to me. These may change.
And remember, every race is First Past The Post, just like with those poor horses. There are no each-way bets here - you win, or you’re done, and the second-placed candidate is first among losers5.
We did flirt with ranked ballots but the Province of Ontario banned them6.

Susan Stevenson

Fresh off four years as a thorn in the side of many at City Hall, as the Ward 4 councillor with a question for every agenda item, Susan Stevenson announced on May 11 that she would run.
As in the council chamber, her campaign is based on transparency and accountability, and her assertions that the public deserves to know more about how their money is spent.
Stevenson is seen as on the right, politically, especially after an unsuccessful attempt to gain the federal party’s nomination in London North Centre, However, her appeal is about more than the political spectrum and she will pick up a lot of working-class votes based on her personal brand.
It’s not hard to find stories about Stevenson, and here’s her recent crusade against drug kits.

Ward 1
Interest rating: 8 rats out of 10
Ward context: A strongly blue-collar East London ward, Ward 1 has seen some battles over the years, notably involving previous councillor Michael Van Holst, who held challenging opinions during the pandemic and briefly went viral thanks to a very funny doorbell camera clip. Before him, the remarkable Bud Polhill8 represented the ward for 26 years.
This time, Ward 1 has grown to take in Old East Village, placing it at ground zero in the homelessness debate that has been irradiating London’s political conversation. It also has chunks of East London, Glen Cairn and the edge of the core/kinda midtownish.
Results from 2022: Barely 20% voted and that’s an incumbent majority of about 350 votes. Change a couple of hundred minds and this one’s changing hands.

FIRST DAY KEENER. In the line on May Day and, in fact, the first incumbent to file.
A first-term councillor with strong grass-roots links.
He spent the winter campaigning for better public health measures in a campaign focused on rats.
Also heavily involved in the Hamilton Road BIA and supported them through recent financial troubles.
Not happy with ward boundary changes, claiming Ward 1 was “shafted”.
Ward 2
Interest rating: 1 red cape out of 10
Ward context: Another East London ward, proudly held by Shawn Lewis since 2018, when he beat arch-enemy9 Bill Armstrong, who was the councillor since 1996. Lewis, closely linked to Mayor Josh Morgan, is now Deputy Mayor and seemingly dominant in this ward with that 89% (I think that’s an A-minus). In the boundary changes, this one gains some area north of Dundas and is all about that commercial corridor and the neighbourhoods near it.
Results from 2022: Shawn Lewis held illimitable dominion over all.
Zack Ramsey

UPDATE, May 8: The current Deputy Mayor has now filed to run.
Lewis is a comic book guy, often seen in a Superman shirt, and in a particularly cool one on his website.
He was the first openly gay member of council in London, as he outlined in this interview in 2018.
Ward 3
Interest rating: 7 turkey dinners out of 10
Ward context: Way up in the north east of town, this ward is very focused on the Oxford Street clearway running from the core to the airport. Peter Cuddy’s finishing out his first term in a ward held for two terms by the flamboyant Mo Salih and previously by council veteran Joe Swan. It’s an oddly-varied area for London, with some intensive residential areas and a lot of open land and businesses, such as around Clarke Road.
Results from 2022: Cuddy took it, but it’s a thin majority and a low turnout. This ward could easily change hands.
Ben Durham

Already hitting headlines with his conflict with Councillor Susan Stevenson - that was an incident at an event, in which Durham’s tripod was moved. Stevenson was eventually cleared of breaching the councillors’ code of conduct: LFP story here.

PLATFORM: A polished website from school board trustee Osbourne, who’s one of those Londoners who came for an education and stuck around.
He describes himself as a community advocate and business professional, and is still building out his platform and pledges there, so it’s worth checking in again.
I like his clickable button “Am I In Ward 3?” I’ve had weekends like that.
INCUMBENT: Peter Cuddy
PLATFORM: First-term councillor with a great website here. Turkey farm, eh?
He was previously a public board trustee and there’s another website here.
He owns a local bakery.

Two past challenges: a bit of legal trouble and, separately, Cuddy left the London Public Library Board in difficult circumstances. Here’s an LFP story that asks if anyone would remember these incidents… now.
Ward 4
Interest rating: 10 poems out of 10
Ward context: This is the one everyone is watching. With a controversial incumbent in Susan Stevenson, Ward 4 has been at the centre of the homelessness debate, which many have conflated with the difficulties of open drug use and other anti-social behaviour. It’s fair to say that, along with non-stop scrutiny of public spending and her calls for more openness in local government, Stevenson has focused on this since she was elected four years ago, and it’s still top of the agenda. The ward is changed for 2026, focused a little further north and having lost Old East Village to Ward 1.
UPDATE: Stevenson filed to run for mayor on May 11. This means Ward 4 has no incumbent and four EDIT: eight new faces (well, including Orser).
Results from 2022: Stevenson somehow ran away with this on very few votes, and the consensus is too many others tried to stop her, and split the vote. You might also note former councillor Stephen Orser in there; he’s back again this time.

Yes, that’s how he filed - he included his old nickname, Ors, in the official filing.
A controversial figure, to say the least. The former councillor, about whom many things could be said, was two-term councillor (2006–2014), followed by three unsuccessful runs (2014, 2018, 2022).
Very much a working-class politician, Orser pushed for backyard chickens, among other things. I’m sure I’ll dig out the photo I took of him holding a gold recycling box.

Stevenson has left the field clear for a new councillor for Ward 4.
Ward 5
Interest rating: 5 parachutes out of 10
Ward context: Keep going north on Richmond and get distracted, and you’ll miss the mall and end up in Ward 5. It’s a North London ward with a strong residential bias and not much of its own identity, despite nabbing much of Wards 7 and some of 6 in the boundaries rewrite.
Results from 2022: last time, a higher-than-most turnout sent local businessman Jerry Pribil to City Hall. He’s not running this time, leaving it open, in theory, and another ‘incumbent’ councillor wants to step in. Rahman moved from Wards 7 to 5 without filling a truck - the boundary change put her home in Ward 5.

The incumbent councillor for Ward 7, she’s seeking to switch because the boundary changes mean she’s now in Ward 5.
Just completing four years on council after four years as a school trustee.
Ward 6
Interest rating: 7 purple sweaters out of 10
Ward context: This is Western’s ward, always slightly skewed by a random element of how many folks will actually be registered as residents of London. But there it sits, residential and well-educated, filled with opinions and the opinionated, as one of London’s most interesting political spots. Last time, a law professor sneaked in past an incumbent (though appointed) councillor, and it’s wide open this time.
Results from 2022: that’s a majority of 299, phew, a squeaker.
Ian Sterling Leishman

Ward 7
Interest rating: 10 former mayors out of 10
Ward context: This is the ward that mayors tend to come from. With a mix of residential and commercial, especially all those stores along Fanshawe, it’s an affluent and comfortable area with lots of white-collar workers. Previous councillors include Josh Morgan and Matt Brown. This time, it’s even bigger, with a bite out of Ward 5. And there are so many candidates lining up to take it.
Results from 2022: Not really relevant as Rahman moves wards, or wards move on her. But here’s how it landed - a pretty comfortable win for a well-educated and articulate candidate, which is probably the key to a lot of them.

Ward context: Planning chair Steve Lehman, also a local businessman, looks pretty strong in this West London ward. Ward 8 has always been really straightforward, even boring, having been held by Paul Hubert for five (!) terms and now Lehman. Rarely much of a fight in Ward 8.
Results from 2022: I mean, OK then.

The only candidate to file so far, he’s been councillor since 2018.
Downtown business owner for many years, with Richmond Row shops LifeStyles, In Fashion and Jas Shoes.
Latterly chair of Planning and Environment, a powerful post.
Ward 9
Interest rating: 4 burgers at Bernie’s out of 10
Ward context: A rural/urban mixed-up ward made from other towns and the edges of London, this is a spot with an identity crisis and a lot of opinions at backyard barbecues. It’s old London plus a bit more, with lots of little pockets of residential and of course the old suburb of Byron. Hopkins has held Ward 9 since 2014, taking over when Dale Henderson left voluntarily.
Results from 2022: Hopkins took it handily, despite four challengers seeking to stop her. It’s hard to get too excited about this one.
Tammy Abi-Khalil

I see an ‘issues’ section there that includes transit, taxes, public services and more. It has a general air of frustration about how London gets things done.
Her bio describes her as a Lambeth resident, mother of special needs children, and part of the family owning the company Paul Davis Restoration.

Describes himself as “Third generation farmer, technology professional, and lifelong Lambeth resident.”

She’s won three times and is a pragmatic councillor, known for listening well.
Longest continuously-serving councillor. (Not as long as PVM but with no break.)
Ward 10
Interest rating: 9 big box stores out of 10
Ward context: Ah, Ward 10, that’s an interesting one. It’s the scene of a comeback by incumbent Paul Van Meerbergen, having lost it and taken it back from Virginia Ridley. Dominated by Wonderland Road stores and all the pieces of living space nearby, this ward can be expected to be a battleground. More to come on this as we learn more about the candidates.
Results from 2022: Four contenders, of whom three split more than half the votes in the ward. This is a ward to study because the numbers are all.

INCUMBENT: Paul Van Meerbergen - STILL TO FILE
The longest-serving councillor in London, although with a break. Now serving his fifth term.
Doesn’t believe in bike lanes and caused a fuss with a comment in a debate.
Not known for giving lots of interviews, he took part in this election Q&A last time around.
Ward 11
Interest rating: 4 cargo bikes out of 10.
Ward context: Another slightly altered ward, gaining some folks from east of Wellington Road, but still very much “the Old South ward” dominated by well-educated people experiencing urban life and expressing opinions. Last time, Franke took this election neatly and has built a strong base since.
Results from 2022: Second-placed Jeremy McCall ran a good, visible campaign, as I recall, but didn’t come close. This is an active, engaged ward with lots of people who think before they vote. It’s hard to see how anyone could assail a candidate like Franke.
Harinder Kumar (Harry)
PLATFORM: Facebook page is here, though it uses the name Bhatia
He’s a realtor, according to that.

INCUMBENT: Skylar Franke
PLATFORM: Her website is here and has good background, including a media section showing some successes.
A popular councillor with progressive views, Franke is completing her first term and has strong grassroots support in her ward, as shown by her last election filing having many, many small donations.
She’s an active councillor. Examples: tenant protections and addictions support.
Ward 12
Interest rating: 2 budget meetings out of 10.
Ward context: The bit in the middle, Ward 12 sits between two of the streets with a W in them: Wellington and Wharncliffe. It’s one of those spots which is largely housing and doesn’t have a strong identity of its own.
Results from 2022: A dominant showing by Peloza, and it’s hard to see how this can change without a strong challenger.
Alexander Main

Ribal Zebian

That website includes opinions about homelessness and actual plans for housing units.

Describes himself as an engineer.
INCUMBENT: Elizabeth Peloza
A well-established website, as incumbents tend to have. Good info on that.
Peloza is undergoing treatment for cancer, as chronicled in the CTV series Healing In The Public Eye.
On her second term, and serving as Budget Chair, a senior role.
Here she is pitching for a new park for a neighbourhood in Ward 12. (ADDED May 8, just for a bit more context.)
Ward 13
Interest rating: 10 crack pipes out of 10
Ward context: It’s the downtown ward - council’s poisoned chalice - and this is the one that generates the most discussion. Everyone has an opinion on the core but it only gets one councillor, and it’s changed hands a lot, because it’s a hard task. Judy Bryant, Tanya Park, Arielle Kayabaga and now David Ferreira all had to stand up for Ward 13 to get elected, but Ward 13 has real problems to deal with and they cannot be denied, even if it’s a big part of our city’s economic engine. So this is a field of battle and, as usual, there are several candidates.
Results from 2022: Ferreira narrowly defeated John Fyfe-Millar, who previously finished second to Kayabaga (who’s now the Liberal MP for London West). A local businessman and now Chief of Staff to Mayor Josh Morgan, Fyfe-Millar was technically the incumbent, having been appointed by council amid some controversy. Everybody and nobody wants this council seat.

The councillor for one term, and a resident on the edge of the ward in Oxford Park.
Ferreira’s found himself at the centre of a few media moments, speaking out in the council chamber, so he’ll have some name recognition.
He’s taken up causes at times, and had this recent media about drug users and the pharmacy model. Oddly, he also did a reaction video with CTV looking at social problems.
Ward 14

Ward context: This ward appears there for the taking, with two-term councillor Steve Hillier bowing out to focus elsewhere and his second-placed challenger, Sarah Lehman, running again. Ward 14 is a remarkable part of our city’s southern end, with huge tracts of rural land and lots of bits of not-really-London appropriated during the past alchemies of municipal amalgamations. There’s even more of it this time, with an area of Ward 12 (everything below the 401 line) joining it.
Results from 2022: Hillier only just beat Lehman, and she looks in a good spot this time around as the only candidate with a history. But, with no incumbent, anything can happen and there’s already a challenger.

I have this weird, misplaced nostalgia for building The Courier’s horse racing page, back in broadsheet days, especially ‘doing the tips’. I could pick a half-decent each-way double at times.
For example, if an Irish horse is running in the UK and doesn’t have much form, it’s often worth a look because you should ask yourself why the trainer decided it should travel, and perhaps we look into what’s happened when that trainer’s young horses have travelled before. Depends on the odds. See? This stuff is great fun.
